据参考消息网4月25日最新报道，美国《国家利益》双月刊网站撰写《过热的美国经济会如何造成混乱》一文称，美国是当前导致全球经济失衡和全球货币失调的最大原因。该国无休无止的经济刺激计划，正在自掘坟墓——把美元霸权拉下神坛。

据统计，自去年3月以来，美国累计推出了近5万亿美元的经济刺激计划。但有分析指出，这一刺激计划有可能在今年底前导致美国经济过热，其进口也会因此较出口增长快得多，从而使得里根时期的预算和贸易双赤字问题卷土重来。
事实上，这相当于在放大美元主导体系的隐患。作为国际主要贸易结算货币，美国原本就必须通过进口外国商品等方式，长期向世界供应美元，美元也因此超发。如今，美国推出数万亿美元刺激计划，加剧了美元超发现象，从而导致美元贬值。
然而，美元作为世界货币的主要前提就是，必须保持美元币值稳定与坚挺。两个要求相互矛盾，也反映出美元主导体系的最大隐患，这就是著名的“特里芬难题”。
著名经学国家发济学家、北京大展研究院名誉院长、新结构经济学研究院院长林毅夫表示，美元的主导地位是全球金融和经济危机的根源，解决办法是用全球货币取代本国货币。当前学术界有一种思路就是，构建多个主导货币的国际货币体系格局，降低对美元的依赖程度。
在美元信用下降，美元主导体系隐患加剧的当前，人民币很可能成为破局关键。1999年诺贝尔经济学奖获得者、被誉为“欧元(1.2110, 0.0014, 0.12%)之父”的罗伯特蒙代尔就曾倡导建立一个由美元、欧元、人民币三大主导货币组成的新世界货币体系。

美国双月刊网站《国家利益》文章指出，国际货币基金组织（IMF）的首要职责正是寻求多边合作、防止可能有损于世界经济繁荣的全球失衡状况。而目前，美国数万亿美元刺激计划加剧了全球支付失衡和货币失衡，已经到了需要IMF插手的时候。
更糟糕的是，美国还在酝酿2万亿美元基建计划，目的是重建当地老化的基础设施、推动电动汽车和清洁能源。美元的持续超发，很可能进一步加剧全球货币失衡。如果不能点名批评美国的过度预算刺激，将是国际货币基金组织对国际社会的公然失职。
此外，美国伊利诺伊理工学院教授哈伊里·图尔克指出，当美国刺激预算过多时，溢出的资金将使得全球经济陷入一种不稳定状态，进而引发全球资本市场动荡。在此情况下，俄罗斯、中国、德国等至少53国正以抛售美债、减少美元结算等多种方式加速去美元化。
