- 美联储在上周紧急降息之后，给欧洲央行提出了一个难题。冠状病毒对经济的影响，是否已经大到要将欧洲央行主要再融资利率下调至-0.5%的地步了呢？
本周，欧洲央行行长拉加德要面对任职四个月以来的第一个挑战——决定是否降息。
上周五全球市场的暴跌提醒人们，投资者期待央行出台更多刺激措施，周一油价崩盘更是加剧了对金融市场的冲击。有分析人士认为，就算欧洲央行在本周四只降息10个基点，也能满足投资者的期望。但也有人认为降息可能收效甚微——美联储就是前车之鉴。因为降息无法抵消突发卫生事件的消极影响，甚至还会破坏金融体系的稳定性并减少银行的政策自主性。
针对欧洲央行降息的可能性，投行经济学家观点不一。瑞银和高盛都预计欧洲央行会跟随美联储的步伐下调利率，而美国银行、摩根士丹利和汇丰银行则认为拉加德不会降息。
预计欧央行将加快量化宽松步伐的分析人士认为，降息势在必行。法兰克福安联欧洲高级经济学家凯瑟琳娜·乌特莫尔（Katharina Utermoehl）表示：
“欧洲央行不应该迎合金融市场，但也必须考虑到市场表现不佳的风险及其引发的进一步调整。降息不能解决实体经济中的问题，但它是更全面的一揽子计划中不可缺少的一部分。”
那么按照乌特莫尔的说法，除了降息之外，欧洲央行还可以做什么呢？
考虑到很多公司因全球供应链中断和消费停滞而出现现金流紧张，分析人士认为欧洲央行在本周四的会议上可能出台相应措施来支持流动性，比如鼓励银行继续为遭受病毒冲击的公司提供贷款。其中，德国裕宝联合银行（Hypo Vereinsbank）就在宣传再融资贷款和延长还款期限优惠。
此外，尽管欧洲各国政府慢慢开始向企业提供帮助，但拉加德也可能会再次呼吁政府提供财政支持。因为和美联储相比，欧洲央行的政策调整空间实在小得可怜——在上周降息50个基点之后美国联邦基金利率依旧高于1%。
上周，欧洲央行前副总裁维托尔·康斯坦西奥（Vitor Constancio）也在社交媒体上表示：
“必须发挥财政政策在稳定经济中的重要作用，人们因为疫情都呆在家里减少了消费，公司也没有理由进行更多投资。进一步降息不会改变这一点，政府是时候做点什么了。”
欧洲央行的局限性在于，实施量化宽松政策组合（QE、负利率和债券购买计划）的时间越长，副作用就越严重。银行的利润率可能会受到严重挤压，以致无力放贷，而虚高的资产价格（例如房价）可能会导致金融不稳定性上升。
拉加德承诺，在需要时提供针对性措施，这表明欧洲央行可能会调整其向金融机构提供的长期贷款计划。该计划自2014年以来断断续续地进行，鼓励银行向公司和家庭提供贷款，现在欧央行更可能会针对中小企业进行调整，正如彭博经济学家所言：
“当面临暂时的现金短缺时，规模较小的公司有破产的风险，我们预计欧洲央行将针对中小型企业推出一项新的再融资计划。”
经济学家们认为，上述调整可能是最合适的做法，摩根大通经济学家格雷格·富泽西（Greg Fuzesi）甚至提出了具体的设计模型。但就该计划本身而言，可能还存在一定风险。
除了上面这些措施之外，欧洲央行还有什么政策工具？我们不妨看看其他国家央行和政府的做法。
英国央行个和英国政府正在携手合作，出台一系列补充措施，以最大限度刺激经济。
美国同意了一项78亿美元的紧急支出法案，据称还在起草更多措施以减轻对经济的影响。
早已进入负利率时代的日本央行将向收入急剧下降的中小企业提供无息贷款。
政府方面，目前为止只有意大利宣布出台重大财政刺激措施。荷兰银行经济学家尼克·库尼（Nick Kounis）对此表示，欧元区政府反应缓慢是一个大问题：
“我确实相信欧洲央行将尽一切努力，但它看起来像是被束缚住了，拉加德应该给人们提供更加清晰的指示。”
不过随着疫情蔓延，各国政府也在加紧行动——比如欧洲经济火车头德国。在上周日晚进行了七个多小时的会谈后，德国政府同意放宽对停产企业的工资支持规定。按计划，德国将在2021年至2024年之间追加投资124亿欧元（合141亿美元），作为全面经济刺激计划的一部分。
