美国联准会(Fed)主席鲍尔(Jerome Powell)周一(22日)表示，虚拟货币实质上是黄金、而非美元的替代品，且仍然是不稳定的投机资产，此外，联准会现阶段还不急于引进数位美元。
鲍尔周一于国际清算银行(BIS)线上会议中表示，虚拟货币高度波动，不是可以储备价值的资产，且背后更没有任何支持，可说是一种投机性资产。
鲍尔说：「比特币实质上是黄金的替代品，而不是美元。」
鲍尔发表谈话后，比特币周二下跌5.42%至54,329美元。过去七个月由于交易活跃、金融业的接受度提高，以及NFT热潮，比特币的价格一度飙破6万美元。

鲍尔表示，稳定币(Stable coins，透过与黄金、美元或欧元等某种稳定资产挂勾的加密货币)对加密资产而言是一大进展，但稳定币的公信力来自于主权货币的支持。
鲍尔说，稳定币或许能透过适当的监管发挥作用，但不会因此为新的全球货币体系打下基础。
数位美元推出还需等等
过去几年，联准会持续发展自己的支付系统，该系统可促进资金快速转移，预计未来两年内有望推出。联准会也对央行数位货币的必要性、实用性进行调查。
鲍尔说，新冠肺炎爆发凸显开发更好支付系统的重要性，这样纾困就能迅速送给有需要的人，也凸显对贫困与中低收入社区在各个层面的影响。
不过，鲍尔表示：「要进一步发展，需要国会、政府、公众的支持，而目前还没有真正开始公民参与的工作，我们一定会在开发央行数位货币方面保持谨慎和透明的态度。」
另外，鲍尔说，需要国会通过专门授权数位货币的法律，联准会才会正式发行数位货币，而非使用现有权力，目前数位美元进展仍非常缓慢，且不急于推出。
