据上海市人民政府网站30日消息，上海印发《关于加快建设上海国际消费中心城市持续促进消费扩容提质的若干措施》（下称《若干措施》），支持开展数字人民币(6.4749, 0.0027, 0.04%)应用试点；鼓励金融机构在依法合规、风险可控的前提下，规范创新消费信贷产品和服务，加大对居民购买绿色智能产品的信贷支持。
《若干措施》提出，打造本土品牌推广平台，加大“上海制造”品牌宣传推广力度。对符合一定标准的本土知名品牌开展品牌建设给予资金、宣传资源等支持。支持老字号创新产品和销售模式，深化老字号与电商平台合作。支持国资老字号开展体制机制改革，推进老字号核心优质资产证券化，利用多层次资本市场做大做强。
《若干措施》提出，开展新一轮汽车以旧换新，对个人消费者报废或转出国四及以下排放标准的燃油车并购买国六排放标准的燃油新车，给予适当补贴。推动本市新增公交、巡游出租车采用新能源汽车。扩大中高端移动通信终端、智能家居、服务机器人等信息产品消费。鼓励企业对居民淘汰旧家电家具并购买绿色智能家电、环保家具给予补贴。
《若干措施》提出，鼓励电商平台在流量和数据方面赋能实体商业，支持商圈、商街、品牌、商户开展数字化全渠道营销活动。依托“一网统管”平台，探索建设商圈公共信息服务平台，建立客流、消费等商圈公共数据服务体系。创建实体商业数字化转型示范区、示范企业和示范项目，对具有示范引领作用的项目给予支持。支持直播电商平台设立上海品牌专区、举办专场活动，发展直播电商消费新品牌。开展数字人民币应用试点。
《若干措施》提出，多渠道引进国外优质商品和服务。根据各区域贸易和产业发展特点，优化扶持政策，支持市级跨境电商示范园区错位发展，打造特色商品进口集聚地，扩大化妆品、宠物食品、服装服饰、母婴产品等消费品进口。简化跨境电商进口商品备案要求，推广银行保函进口税款担保方式，持续提升贸易便利化水平。支持开设跨境电商线下体验店，促进线上线下融合发展。
《若干措施》提出，整合全市重点会展场馆、商圈商街、旅游景点、文体场馆等设施的重大活动信息，完善交通组织、活动宣传、项目联动等配套方案，打造商旅文体、吃住行娱深度融合的消费场景和示范项目。深化体育消费券公益配送试点项目。推动短期入境外籍人员移动支付服务项目落地实施和推广，完善外卡收单受理环境和支付便利度。
《若干措施》提出，出台商贸物流基础设施体系规划导则。完善智慧商贸物流体系，深化物流标准化体系建设。优化区域物流枢纽、转运分拨中心、社区物流配送网点（前置仓）、末端配送设施四级城市商贸物流体系，加快冷链物流末端设施建设，加强智能取物柜等智能末端配送体系布局。
《若干措施》提出，鼓励金融机构加大对商贸行业市场主体特别是小微企业和个体工商户的金融支持力度，增加免抵押、免担保信用贷款投放。鼓励金融机构在依法合规、风险可控的前提下，规范创新消费信贷产品和服务，加大对居民购买绿色智能产品的信贷支持。
