新货币战争：从央行数字货币开始 来源：01区块链
数字经济正在成为引领全球经济社会变革、推动我国经济高质量发展的重要引擎。而央行数字货币则是数字经济发展的基石，也是未来全球经济金融竞争的高地。
2020年以来，全球央行数字货币的发展势头方兴未艾。世界上多个国家正积极推进央行数字货币的研究与试验，中国数字人民币的进展也吸引了广泛关注。
美欧多国积极研究推进央行数字货币
全球央行数字货币（Central Bank Digital Currency，简称CBDC）的探索正如火如荼，国际清算银行在2021年初对中央银行的一项调查发现，有86%的央行正在积极研究CBDC的潜力，60%的央行正在试验这项技术，14%的央行正在部署相关试点项目。
从近期进展来看，国际上围绕央行数字货币的讨论愈加激烈，以美欧国家等为代表的多个主权国家正在积极研究和推进相关工作。
英国时间4月19日，英格兰银行和英国财政部宣布联合成立中央银行数字货币工作组，以协调开发央行数字货币的相关探索工作。央行数字货币将作为英格兰银行发行的一种新形式的数字货币，供家庭和企业使用。与数字人民币类似，英国的央行数字货币会与现金和银行存款并存，而不是取代它们。
英格兰银行在此前发布的关于央行数字货币的声明中还提到还提到，政府和英格兰银行尚未就是否在英国引入CBDC做出最终决定，将进一步与利益相关者广泛交流引入CBDC的潜在好处、风险和可行性。同时，英国央行还将考虑数字货币对数据安全和用户隐私的影响。
英国央行数字货币工作组将由英国央行副行长Jon Cunliffe和英国财政部金融服务总监Katharine Braddick共同担任主席。该工作组的主要目标为协同探索英国数字货币的目标、使用场景、机会与风险；为设立数字货币的目标提供清晰指引，并对整体目标进行全面、严格的评估；监控国际央行数字货币的发展。英国财政大臣Rishi Sunak将英国央行数字货币称为‘Britcoin’。
除英国外，美联储主席Jerome H． Powell在3月18日的一次会议演讲中也再次强调，美联储高度重视发行美元数字货币。美联储目前正与麻省理工学院（MIT）的研究人员合作开展一项联合项目，以认真评估数字美元的可行性，包括对金融系统包容性的影响及潜在的网络安全威胁。Jerome H． Powell还表示，美国不必成为第一个使用CBDC的国家，但是如果要做就要做好。到目前为主，美联储对于开发由央行主导的数字货币体系态度还是相当谨慎的。
欧洲的各个国家也在纷纷开始央行数字货币的研究和发行。瑞典央行（Riksbank）在4月6日表示，在未来一年将让银行测试央行提议推出的数字货币e-krona，观察该货币在实际处理商业和零售支付时的表现。瑞典央行称，迄今为止，e-krona的试用仅在瑞典央行内部模拟进行，在下一阶段将扩大范围，包括商业银行等参与方。
同时，瑞典央行发布的e-krona试点项目第一阶段测试的专题报告中称：‘分布式账本技术（DLT）和区块链技术为e-krona提供了新的可能性，但在处理满足央行数字货币所需安全水平和规模量级的零售支付方面的能力仍然有待研究。’目前，瑞典央行尚未就是否发行数字货币以及采用何种技术做出最终决定。
2021年数字人民币在多个领域取得较快进展
中国是全球最早进行数字货币研究的国家之一，从2014年开始中国央行就正式启动对数字人民币（e-CNY）的研究。2020年以来，数字人民币发展提速，2021年更是在零售、批发及跨境支付等多领域取得较快进展。
2019年底数字人民币相继在深圳、苏州、雄安新区、成都及未来的冬奥场景启动试点测试，到2020年10月又增加上海、海南、长沙、西安、青岛、大连6个试点测试地区。
试点地区的增加，带来的除了使用数字人民币的人群数量增长外，数字人民币的‘花法’也在不断翻新。数字人民币红包、满减优惠、扫码支付、离线钱包支付体验等层出不穷，数字人民币的应用场景也逐渐覆盖了生活缴费、餐饮服务、交通出行、购物消费、政务服务等多个领域。
中国人民银行副行长李波在4月18日举行的博鳌亚洲论坛上表示，迄今为止数字人民币的试点是相当成功的。他表示，正在考虑让更多的场景，以及更多的城市进行试点，在试点项目中涵盖更多的使用场景，进一步加强生态系统建设。还要进一步打造数字化人民币的基础设施，提升系统的安全性和可靠性，并建设一套法律和监管框架来监管数字化人民币业务。
4月25日，以‘激发数据要素新动能，开启数字中国新征程’为主题的第四届数字中国建设峰会在福建省福州市开幕，峰会中数字人民币的专题展吸引了众多目光。
其中，京东科技展示了其在数字人民币试点中的供应链+场景+技术优势，并独家提供了数字人民币线上+线下的沉浸式全体验服务，以及用数字人民币进行员工薪酬发放、为供应链合作伙伴进行B2B企业支付的试点应用与数字化解决方案。华为展示了数字人民币技术解决方案及在生活缴费、交通出行、购物消费、政务服务等多个领域的场景创新上的新突破。
除了一些知名企业展示了关于数字人民币的新技术、新场景应用外，中国人民银行数字货币研究所携工行、农行、中行、建行、交行、邮储银行(5.210, 0.10, 1.96%)、兴业银行(23.000, 0.74, 3.32%)等主要金融机构联袂参展，展示了一大批金融科技和数字人民币的最新成果。
国际社会对中国数字人民币的关注
宋朝年间，当欧洲各国还在使用金银铸币时，中国就已发明并开始使用纸币。如今，中国再次成为货币改革的领头羊。在欧洲各国还未决定是否应引入数字货币时，中国已启用数字人民币在多个城市数字的试点，其应用场景也覆盖了多个领域。
法国《世界报》2020年6月发表的题为《各国央行在研究数字货币》的文章中，哈佛大学数字货币专家库马尔表示，中国的数字人民币可以在国际支付体系中对抗美元霸权，例如用数字人民币绕过美国利用美元霸权实施的经济制裁。文章认为，这也是欧洲国家央行研究数字货币的原因，例如法兰西银行的银行间结算使用的央行数字货币，将有助于加强欧元在国际上的地位。
美国也在时刻关注中国数字人民币计划的各种举措，正在加强对中国数字人民币计划的审查。拜登政府中有一些官员担心，数字人民币是否会对美元造成冲击，希望了解数字人民币将如何分配，以及是否也可用于绕过美国的制裁；但也有一部分官员表示并不太担心这个问题，例如货币金融官方机构论坛的美国主席Mark Sobel表示，中国的金融体系太‘脆弱无力’，对作为全球储备货币的美元地位构不成真正的威胁。
而据彭博新闻报道，美国国家情报总监近期的一份报告中指出，任何外国数字货币对美元在全球金融体系中核心地位的威胁程度将取决于其制定的监管规定。人民币在全球外汇存底的占比仅略高于2%，而美元则约为60%。在中国坚持严格的资本管制下，政策决定而非技术发展才是推动人民币国际化的必要因素。
中国人民银行副行长李波曾说，目前数字人民币的发展重点是推进国内使用。人民币国际化是一个自然而然的进程，但是人民币国际化的目标并不是要取代美元，相反，其目标是让市场做出选择，进一步便利国际贸易和投资。
