国家金融与发展实验室理事长李扬在中国发展高层论坛2021年会上表示，要实现金融更高水平的对外开放，中国要积极参与国际金融体系的改革，包括储备货币、利率机制、国际宏观协调等，同时还需要推动人民币稳步国际化。
金融业的进一步对外开放带来的风险，是国内金融市场和国际金融市场打通之后带来的风险，一是国际收支，国际收支平衡和健康更应关注；二是对外资产和负债问题；三是对外投资的分层管理和甄选问题，中国对外投资很多，管理有待改善；四是需要保护海外利益。
要想更高水平对外开放，要解决两个问题，一是要积极参与国际金融体系的改革，解决储备货币、利率机制、国际宏观协调问题等，这些方面需要有中国声音和意见；二是需要人民币稳步国际化，当人民币国际化在和中国经济发展相称的时候，才能管控进一步对外开放的风险。
