“中国经济并不属于K型发展，而是整体向上增长的趋势。”全国政协委员、中国证监会原主席肖钢日前在2021清华五道口首席经济学家论坛上表示，2020年以来，我国防控疫情取得决定性胜利，经济率先复苏，成为全球唯一实现正增长的大型经济体。进入2021年以来，我国经济运行稳中有进，整体延续稳定恢复态势。
关于未来的经济复苏、结构调整、宏观政策目标、利率汇率走势，经济学家们亮出最新观点。
清华大学国家金融研究院院长、国际货币基金组织原副总裁朱民在论坛上表示，财政政策历来是调结构最有力和最关键的工具。今年，一方面需要对疫情造成的新的不平衡进行修补、恢复，另一方面要面向未来进行结构调整，引领未来的经济发展，在这个节点上，财政政策的精准性和力度是非常重要的。
朱民认为，抓好结构转型是大事，总量刺激不是今年最主要政策目标，再平衡和结构恢复、发展、转型是政策的主要目标。他认为，2021年是经济结构转型的一个重要基础年，更多推动结构的平衡，引领结构的转型，把中国经济放到绿色的、可持续的新发展模式上，这是今年宏观政策的挑战和目标。
实际上，我国经济复苏步伐加快，但经济恢复仍存在不平衡的问题。肖钢认为，应当全面贯彻落实新发展理念，构建新发展格局，坚持以供给侧结构性改革为主线，同时加强需求侧管理以扩大内需为战略基点，尊重经济发展的规律，实现有效市场和有为政府的更好结合，全面落实十四五规划确定的各项重点任务。
如疫情防控逐步见效，全球市场面临经济刺激政策退出带来的挑战。“美联储货币政策的溢出效应，仍然是新兴市场必须直面的现实。”中银证券全球首席经济学家管涛认为，后期美元流动性逐渐回收，会对全球金融市场、国际资本的流向造成较大影响。十年期美债收益率上行，在部分新兴市场引发资本外流就是预演。
管涛认为，中国在应对这种溢出效应方面处于相对有利位置，一方面，我国应对跨境资本流动性的抗冲击能力增强，人民币(6.5580, 0.0054, 0.08%)汇率灵活性增强，货币政策独立性也增强，另一方面，预计后续我国经常项目仍然有较大盈余，国际收支基础比较强劲，可为应对外部冲击提供有力支撑。
展望后续人民币汇率走势，管涛认为，目前内外部不确定性因素仍然较多，二季度人民币汇率或维持双向波动偏弱的局面，美债收益率上行短期看不会有大的变化，随着疫苗接种，美国经济加速重启，对资本流动、市场形势也会造成一定影响。
展望我国的货币政策、利率走势，多位首席经济学家认为，今年加息的可能性不大，但宏观政策、货币信贷投放整体趋于正常化。
长江证券首席经济学家伍戈判断，二季度银行间市场短端利率易上不易下，长端利率、十年期国债收益率在下半年的上升动能会稍弱一些。
广发证券首席经济学家郭磊认为，后续利率可能存在两种走势，一种是高位徘徊，另外一种是二季度末之前再升一波，目前不太建议判断利率见顶。他认为，影响利率的风险包括两方面，一是PPI走势还不明朗，二是碳中和带来的产业结构调整，比如粗钢去产能，可能会给工业品价格带来一定影响，这些影响也会向利率进行传递。
天风证券首席宏观分析师宋雪涛认为，利率方面，大多数利空因素已经充分反映到价格中，十年期国债利率对PPI上升、美债收益率上升等因素反应较弱，当十年期国债利率升至3.3%以上时，市场出现了较强的配置力量，基本在3.2%至3.3%的位置徘徊。
“无风险利率可能在3.3%至3.4%会形成高位，未来向上的空间不大。”宋雪涛认为，接下来大多数利空因素不会给债券市场带来太大波动，低评级包括弱资质企业的融资利率还是会向上；货币政策方面，预计今年不会出现显性加息。
