深圳再发数字人民币“礼包”新老用户皆可参与，近500家门店不限次使用，享受额外优惠
牛年春节前后，深圳、北京、苏州、成都等地纷纷推出数字人民币试点活动，让百姓感受到了不一样的年味儿。目前，新一波“数字礼包”正在赶来。《金融时报》记者了解到，深圳罗湖区“数字人民币春之礼”活动于4月10日至4月23日开展，市民使用数字人民币消费可享额外优惠。
罗湖区“数字人民币春之礼”活动由罗湖区政府主办，罗湖区政府和辖内运营机构共同出资，面向深圳地区“数字人民币APP”用户推出总计1000万元的优惠福利。活动期间，“数字人民币APP”用户在全市范围内指定商户使用数字人民币消费，即可在商家现有优惠的基础上，享受专属数字人民币支付方式的额外优惠。
2020年10月，数字人民币外部可控试点在罗湖展开，试点取得了良好效果。在上次试点的基础上，本次活动进一步扩大参与人群，开发更多的应用场景，以培养市民使用数字人民币消费的习惯。这是罗湖区积极建设覆盖全域、先行示范的数字人民币试点区的生动体现，也将进一步推进深圳数字人民币应用场景生态体系建设。
本次优惠活动不仅涵盖此前已是“数字人民币APP”的用户，还包括50万名新中签者。深圳市民可预约报名，申请成为数字人民币新用户，中签后可同享优惠。
具体来看，个人预约须同时满足两个条件，一是仅限地理位置位于深圳市行政区域内在深个人参加，在深个人申请时须开启设备定位服务；二是使用中国大陆手机号码和第二代居民身份证进行申请登记。
本次活动参与资格通过“摇号抽签”决定，预约时间为2021年4月10日9时至4月19日18时。活动期间，符合条件的个人可通过预约平台进行预约。登记成功后自动进入抽签池，信息持续有效，无须重复报名登记。
4月12日至4月21日每日10时，活动主办方向5万名中签人员推送中签短信，并开放结果查询端口，未中签人员无短信通知，将自动进入下一轮抽签，本次活动总计50万人中签。
记者了解到，目前，深圳已完成数字人民币系统改造的商户有3万多家。其中，参与此次活动的商户包括华润万家、苏宁易购(7.000, -0.18, -2.51%)、茂业百货、太阳百货、Olé超市、blt超市、深圳书城、gaga鲜语、禾绿寿司、唐宫、博士眼镜(18.080, 0.58, 3.31%)、弘文艺术等在全市范围内的478家门店，涵盖商超、餐饮、文化等多个领域。具体商户名单和优惠细则，市民可通过“新时代新罗湖”微信公众号等平台进行查询。
值得关注的是，本次活动并未采取红包发放的方式，而是选择了额外优惠的形式。这一做法更利于培养市民的使用习惯。“由于数字人民币还处于试点阶段，市民还未养成使用习惯。享受额外优惠且不限次数的方式，能够引导市民更多地去使用，使其成为一种日常的支付手段，这对于未来数字人民币的发展大有裨益。”一位业内人士如是说。
此前数字人民币的率先试点以及本次对试点模式、手段的探索创新，都选择了在罗湖区展开。
罗湖商业业态转型升级遇上数字人民币试点，碰撞出了新的火花。今年春节期间，罗湖区率先发放了电子消费券，“券消费”“券经济”培养了市民的电子消费习惯。一位当地人告诉记者，新的商业业态能够在罗湖较快较好地为市民所接受并积极参与其中，为数字人民币使用营造了良好氛围，为数字人民币使用场景探索提供了更多实践空间。
本次活动的开展，是罗湖打造数字人民币应用先行示范区的行动实践。未来，罗湖还将积极引进培育一批数字人民币研发应用机构，争取数字人民币运营中心落户。加快推进数字人民币场景应用，探索政务、医疗、教育、交通、消费等全域试点，加快实现数字人民币收支系统全覆盖。
“深圳市罗湖区是粤港澳大湾区中的枢纽城区，数字经济发达，金融业繁荣，具备数字人民币试点推广的良好基础。”招联金融首席研究员、复旦大学金融研究院兼职研究员董希淼对《金融时报》记者表示。此次“数字人民币春之礼”活动具有重要意义，一是进一步探索和彰显数字人民币作为法定数字货币的普惠性；二是助推深圳市建设国际消费中心城市，推动粤港澳大湾区建设；三是为罗湖打造数字人民币应用先行示范区积累经验、创造条件。同时，罗湖区此次活动也将为全国数字人民币试点应用探索新方式、新路径。
实际上，数字人民币试点已在多地渐次推开。在本次试点前，深圳已分别在罗湖区、福田区、龙华区启动三轮公测，苏州启动了两轮，北京冬奥场景、成都各一轮，线下试点商户超万家。今年，北京、上海、广东等地的《政府工作报告》中均提到，要推进数字货币试点应用。随着未来试点范围进一步拓宽，应用场景不断丰富，数字人民币的消费生态、产业生态将进一步完善。
“此次罗湖区采取的新策略有望为其他试点地区提供参考。”金融科技专家苏筱芮表示，数字人民币试点多运用于小额、零售的支付场景，要想取得良好的试点效果，就要想办法便利用户和留存用户。她预计，后续将有更多地区由点扩面、稳步推动数字人民币试点，让数字人民币渗透到千家万户，使普惠金融迈向更为广阔的发展道路。
