3月M2增速回落至9.4% 、人民币贷款同比少增1039亿元 专家：今年货币政策会更加稳健，流动性会略有收紧
4月12日，人民银行就2021年一季度金融统计数据举行发布会，并公布了一季度人民币信贷和社会融资规模数据。
数据显示，一季度人民币贷款增加7.67万亿元，同比多增5741亿元。3月末人民币贷款余额180.41万亿元，同比增长12.6%，增速分别比上月末和上年同期低0.3个和0.1个百分点。
社会融资规模方面，2021年一季度社会融资规模增量累计为10.24万亿元，比上年同期少8730亿元。3月末社会融资规模存量为294.55万亿元，同比增长12.3%。
值得注意的是，3月末，广义货币（M2）余额227.65万亿元，同比增长9.4%，增速比上月末和上年同期均低0.7个百分点。
对此，招联金融首席研究员董希淼在接受《每日经济新闻》记者采访时表示：“M2增速下滑是符合预期的，2020年2月份为应对疫情冲击，加大了超常规的货币投放，今年3月同比增速下降是比较正常的，而且只能说是小幅回落，此外3月以来财政支出在加大，这也是M2增速环比放缓的一个原因。”
3月人民币贷款同比少增1039亿元 数据显示，3月份，人民币贷款增加2.73万亿元，同比少增1039亿元。
一季度人民币贷款增加7.67万亿元，同比多增5741亿元。分部门看，住户贷款增加2.56万亿元，其中，短期贷款增加5829亿元，中长期贷款增加1.98万亿元；企（事）业单位贷款增加5.35万亿元，其中，短期贷款增加1.2万亿元，中长期贷款增加4.47万亿元，票据融资减少4785亿元；非银行业金融机构贷款减少2082亿元。
对于3月人民币贷款同比少增1039亿元，董希淼认为，这完全符合预期，因为2020年3月人民币贷款创下历史新高，今年3月人民币贷款增加2.73万亿元这个量也是非常大的，接下来人民币贷款增速也会适当趋于平稳。
此外，招商证券(18.430, -0.24, -1.29%)首席银行业分析师廖志明也表示：“3月新增贷款虽然少于2020年3月的2.85万亿元，但却是去年以外3月历史同期最高。为对冲疫情冲击，2020年上半年政策鼓励加大信贷投放，当年3月信贷投放大幅放量。相较于2019年3月1.69万亿元的新增贷款，2021年3月亦有增长，且规模并不低。”
苏宁金融研究院高级研究员陶金表示，考虑到一季度银行冲业绩与流动性考核的平衡、实体经济融资需求依旧旺盛等因素，新增信贷规模减少的速度是比较平稳的。其中，信贷结构较去年同期发生变化，居民部门短期信贷新增规模维持平稳，长期增长较多与房地产交投回升有关。
M1、M2增速环比双双回落 社会融资方面，记者注意到，一季度企业债券净融资、政府债券净融资同比有所减少。数据显示，2021年一季度社会融资规模增量累计为10.24万亿元，比上年同期少8730亿元。其中，对实体经济发放的人民币贷款增加7.91万亿元，同比多增6589亿元；对实体经济发放的外币贷款折合人民币增加1845亿元，同比少增65亿元；委托贷款减少50亿元，同比少减920亿元；信托贷款减少3569亿元，同比多减3439亿元；未贴现的银行承兑汇票增加3245亿元，同比多增2985亿元；企业债券净融资8614亿元，同比少9178亿元；政府债券净融资6584亿元，同比少9197亿元；非金融企业境内股票融资2467亿元，同比多1212亿元。3月份，社会融资规模增量为3.34万亿元，比上年同期少1.84万亿元。
陶金表示，企业和政府债券发行均在3月较去年明显减少，叠加信贷收缩和非标融资监管的持续，导致社融回落的幅度也比较明显。
值得注意的是，3月份M2（广义货币）和M1（狭义货币）同比增速较上月下滑。数据显示，3月末，M2余额227.65万亿元，同比增长9.4%，增速比上月末和上年同期均低0.7个百分点；M1余额61.61万亿元，同比增长7.1%，增速比上月末低0.3个百分点，比上年同期高2.1个百分点；流通中货币（M0）余额8.65万亿元，同比增长4.2%。一季度净投放现金2229亿元。
“M2增速下滑是符合预期的，有一些解读认为这是紧信用的体现，我倒不这么认为。”董希淼表示，2020年2月份为应对疫情冲击，加大了超常规的货币投放，今年3月同比增速下降是比较正常的，而且只能说是小幅回落，此外，3月以来财政支出在加大，这也是M2增速环比放缓的一个原因。
董希淼认为，2021年货币政策会更加稳健，流动性会略有收紧，所以M2增速会有所下降。
陶金认为，M1、M2增速下滑主要受信贷和社融收缩影响。他进一步指出，尽管3月份的金融扩张有所收缩，但一季度总体金融数据依然处于超市场预期的扩张状态，这背后是中国及全球经济复苏和流动性增加，广义和狭义流动性均处于比较宽松状态。未来随着经济复苏和物价走高，信用端政策加强指引的可能性将明显提高。在经济复苏持续、工业部门局部出现过热隐患、输入型通胀压力增加的情况下，货币政策尤其是信贷政策在边际上进一步回归中性的必要性变大。
