实际上，核污水问题存在已久。日本福岛核事故发生已过去10年多，但其核污水处理问题仍未解决。去年秋天，日本政府曾一度决定将把福岛核电站的核污水排入大海，但由于各方强烈反对等原因暂时搁置。
到今天，日本媒体分析称，日本政府决定排出核污水，原因可能是福岛第一核电站储存核污水的储存罐容量即将达到上限。《读卖新闻》报道称，东京电力公司现在每天新增140吨“处理水”，估计到2022年9月将达到储存罐上限137万吨。
央视报道，据悉，在开始排放核废水前需要大约2年时间开展设备施工工作。由于核废水中含有以目前技术手段无法去除的放射性物质“氚”，需要用海水稀释后排放。如渔民因负面影响遭受损失，东京电力公司将给予赔偿。日本首相菅义伟7日与日本全国渔业工会联合会会长岸宏会谈时，表达了排污入海意向。
尽管中国和韩国等邻国的渔民和消费者对此表示反对，国际原子能机构（International Atomic Energy Agency）仍批准了日本政府的计划，并指出向海洋释放放射性物质符合国际惯例。
国际原子能机构总干事格罗西指出，这是核电站放水的一种常见方式，即使它们不是在紧急情况下，并指出氚污染水的健康风险很低。
资深地球与环境科学研究员James Conca也表示，核能对于解决全球变暖问题至关重要，对日本的低迷经济也有提振作用。
