4月18日，博鳌亚洲论坛2021年会举行“数字支付与数字货币”分论坛，博鳌亚洲论坛副理事长、人民银行前行长周小川，人民银行新任副行长李波出席并就数字人民币使用、多国央行数字货币互操作以及加密资产监管等热点问题作出回应。
会上，周小川、李波均强调数字人民币推出的初衷是服务国内，将以国内市场为主。周小川称，中国做数字货币并不是为了跨境，而是为了借助科技发展，特别是移动互联网普及后，可以更方便地为大众提供支付。
“中国有一个14亿人的非常大的零售市场，大家希望有更方便、更有效，成本更低的支付体系。央行在最开始的时候，没想过是不是需要做批发系统，或者是人民币国际化，而是从零售系统开始。”周小川称。
李波也表示，数字人民币目前的发展重点是推进在国内的使用。人民币国际化是一个自然而然的进程，我们的目标不是取代美元或其它货币，而是让市场做出选择，以实现国际贸易和投资的进一步便利化。
谈及数字人民币的特点，李波表示，数字人民币采用的是双层体系的设计，能够兼容现在货币和银行体系，确保金融脱敏化的风险最小化。同时，数字人民币能够实现可控匿名性，对小额交易可以实现匿名化，对大额交易央行可以进行追踪，这种设计也是数字人民币的理想特点。此外，数字人民币在尝试一套混合系统，使得数字人民币与银行账户系统、准银行账户系统挂钩，这将是一个相当开放的系统。
在数字人民币试点进展方面，李波透露，数字人民币试点很成功，但数字人民币的正式推出尚无时间表。在数字人民币在全国范围内正式推广之前，央行将做好以下三方面事情：一是做好试点，扩大试点项目范围；二是进一步完善数字人民币基础设施，包括生态系统，进一步提升系统的安全性和可靠性；三是建立相关的法律和监管框架来监管数字人民币的使用。
此外，谈及比特币和稳定币的监管，李波表示，比特币是加密资产，是一种投资选项，它本身不是货币。既然是作为一种投资工具，包括中国在内的很多国家都在研究对于这种投资方式应该适用何种监管环境，并要确保这类资产不会造成严重的金融风险。同时，如果稳定币等加密资产能够成为广泛使用的支付解决方案的话，就需要一个更加强有力的监管规则，也就是说，要比比特币现在所接受的监管规则更加严格。
