随着比特币价格迭创新高，加密数字资产将如何有效监管，成为博鳌亚洲论坛的一大热议话题。
博鳌亚洲论坛副理事长、中国人民银行前行长周小川表示，要区分数字货币与数字资产，对比特币这类数字资产并非现在要下结论，但“要提醒，要小心”。
央行副行长李波强调，比特币是加密资产，是一种投资选项，它本身不是货币。既然作为一种投资工具，中国等很多国家都在研究对这种投资方式应适用何种监管环境，并确保这类资产不会造成严重金融风险。与此同时，如果稳定币等加密资产要成为广泛使用的支付解决方案，就需要一个更强有力的监管规则，较当前比特币所接受的监管规则更严格。
“对由私营企业发行的稳定币，若将来成为一种支付工具，就需接受像银行或准银行金融机构一样的严格监管。”李波表示。
值得注意的是，上周末多个国家金融监管部门向加密数字资产发出最严监管信号。
上周五，土耳其央行以可能存在“无法弥补的”损害与交易风险为由，禁止民众使用加密货币和加密资产进行购买；印度政府则可能对本国持有或交易加密数字资产的人处以罚款。
一天后，市场传闻美国财政部将指控数家金融机构利用加密数字资产洗钱。
受此影响，比特币如同“惊弓之鸟”一度大跌逾15%，交易价格从6.2万美元跌至5.2万美元。
“这背后，是金融市场骤然意识到，越来越多国家是绝不会允许不受监管的加密数字资产成为支付工具，从而冲击本国主权货币地位与货币政策。”一位华尔街对冲基金经理指出。尤其在越来越多国家着手研发央行数字货币（CBDC）的大趋势下，比特币等加密数字资产的定位正变得尴尬——若想跻身支付工具，势必受到等同于银行或准银行机构的极其严格监管；即便作为一种投资工具，其价格剧烈波动性也令各国金融监管部门将它视为触发重大金融风险的一大导火索，进而加强针对市场投机的监管。
值得注意的是，在加强针对加密数字资产监管同时，各国针对数字货币（CBDC）的研发同样以“稳”为主。
李波在博鳌亚洲论坛还表示，数字人民币(6.5070, -0.0033, -0.05%)试点很成功，但数字人民币的正式推出尚无时间表。数字人民币在全国范围内正式推广前，央行将做好以下三方面的事情：一是做好试点，扩大试点项目范围；二是进一步完善数字人民币基础设施，包括生态系统，进一步提升系统的安全性和可靠性；三是建立相关的法律和监管框架监管数字人民币的使用。
面对市场对数字人民币国际化的较高期望值，李波直言，当前数字人民币的发展重点是推进在国内的使用。人民币国际化是一个自然而然的进程，我们的目标不是取代美元或其它货币，而是让市场做出选择，以实现国际贸易和投资的进一步便利化。
对冲基金率先“闻风而逃”
“在监管方面，市场对比特币等加密数字资产过度乐观了。”上述华尔街对冲基金经理向记者直言。此前Coinbase上市令市场以为监管部门正日益认可加密数字资产交易的合法性，如今土耳其、印度等国家发出的最强监管声音，无疑给他们当头一棒。
在他看来，这预示着各国金融监管部门对加密数字资产设定了两条监管红线，一是在某些遭遇高通胀的国家，相关金融监管部门绝不会允许比特币等加密数字资产成为支付工具，削弱本国主权货币地位；二是西方发达国家日益重视加密数字资产作为投资工具所存在的洗钱风险。
多位加密数字资产业内人士向记者直言，目前市场尚未证实美国财政部指控数家金融机构利用加密资产洗钱的传闻，但美国财政部一直在强化加密数字资产的合规交易与反洗钱风险监管，比如近日市场传闻美国相关部门正酝酿针对加密数字资产交易出台新的反洗钱规则，即持有加密数字资产的个人在进行逾3000美元交易时，需进行身份检查。
一位加密数字资产交易所人士坦言，面对多国向加密数字资产发出从严监管声音，上周六众多对冲基金纷纷争相抛售离场，触发了上周六比特币等加密数字资产遭遇“多头踩踏式抛售”的暴跌行情。毕竟，这些华尔街对冲基金一直将比特币纳入短线交易型资产，一旦市场传闻多国将从严监管加密数字资产，其程序化投资模型就会自动抛售大量比特币避险。
不过，此次暴跌未必令他们遭遇重大投资损失。究其原因，多数华尔街对冲基金早早在比特币期货买入空头头寸对冲价格剧烈波动风险。尤其在上周四全球首只反向比特币ETF（代码为BITI）面世——允许投资者无需使用保证金账户或做空期货就能沽空比特币后，大量华尔街对冲基金在当天迅速建仓，更有底气大举抛售沽空比特币短线获利。
欧易OKEx研究院研究发现，监管不确定性等风险正令比特币等加密数字资产在持续上涨过程中，多次遭遇大幅回调风险。2021年1月以来，尽管比特币价格累计涨幅达到200%，但其中日内最大跌幅超过5000美元的至少有7天，尤其是2月22-23日连续两天日内最大跌幅均超过1万美元，再度印证了比特币依然是一种高风险的新兴投资资产。此外，此前比特币飙涨所积累的丰厚获利，令早期入场的投资机构很容易在监管风声鹤唳时迅速落袋为安，加剧了价格回调幅度。
散户频频遭遇爆仓“溯源”
相比华尔街对冲基金通过期货套期保值等金融衍生品成功规避比特币大跌冲击，众多散户投资者则没有那么幸运。
比特币家园最新数据显示，在上周六中午比特币大幅跳水下跌逾8000美元的一小时内，逾47万投资者遭遇爆仓，金额超过55亿美元。
“这背后，是CoinBase上市令不少投资者预感加密数字资产正日益获得监管认可，驱动他们继续以50-100倍杠杆追涨比特币，最终在这次暴跌行情里被扫地出门。”上述加密数字货币交易所人士向记者指出。究其原因，是越来越多投资者正对加密数字资产的监管趋势出现误判——他们以为Coinbase上市，以及越来越多投行提供加密数字资产投资交易服务，是监管日益认可加密数字资产的信号。但事实上，各国金融监管部门对加密数字资产的监管早已设定了三条红线，一是作为投资工具，监管部门必须遏制加密数字资产投机过度所带来的重大金融风险；二是若加密数字资产想跻身支付工具，则需对它们开展不亚于持牌金融机构的从严监管；三是持续加强对不法分子利用加密数字资产洗钱的打击，确保资金跨境流动的合规性与可控性。
加密数字资产分析师Alex Krüger指出，上周末加密数字资产骤然暴跌，除了暴露极强的监管不确定性风险，还揭示了比特币交易市场的流动性风险——在对冲基金争相大举抛售比特币资产避险时，部分加密数字资产交易所无力发挥做市商制度提供交易流动性以缓解比特币跌势，才造成短短一小时内比特币跌幅超过8000美元，触发如此众多投资者爆仓出局。
值得注意的是，历经上周末暴跌冲击，目前比特币已悄然收复部分失地。截至4月19日17时，比特币价格回升至57000美元附近。
“比特币此前创造的巨大赚钱效应，肯定会刺激不少投资者押注价格反弹。但在比特币存在监管不确定性、极端状况下流动性缺失等风险下，严格控制杠杆投资倍数与持仓比例，是投资者规避比特币等加密数字资产价格大起大落的最有效方式。”他表示。

The reason it will take time to transport the vaccines is that they need to be stored at a precise temperature - below freezing - to maintain their potency, plus they need to be sent to rural areas of South Kivu, like Kamituga, Kavumu and Lwiro, where the outbreak is rife.
The lack of infrastructure and bad roads mean that helicopters could possibly be used to drop some of the vaccines, which will further drive up costs in a country that is already struggling financially.
At the community clinic, Dr Pacifique Karanzo appeared fatigued and downbeat having been rushed off his feet all morning.
Although he wore a face shield, I could see the sweat running down his face. He said he was saddened to see patients sharing beds.
“You will even see that the patients are sleeping on the floor,” he told me, clearly exasperated.
“The only support we have already had is a little medicine for the patients and water. As far as other challenges are concerned, there's still no staff motivation.”

The satellites will measure the speed and magnetic intensity of the storm, which is expected to arrive at Earth 15 to 30 minutes after reaching the space observatories, said Shawn Dahl, service coordinator for the Space Weather Prediction Center, at a news briefing Wednesday.
A series of the most intense type of solar flares, known as X-class flares, have released from the sun this week. The flares also coincided with coronal mass ejections on Tuesday.
Coronal mass ejections are large clouds of ionized gas called plasma and magnetic fields that erupt from the sun’s outer atmosphere. When these outbursts are directed at Earth, they can cause geomagnetic storms, or major disturbances of Earth’s magnetic field.
“Geomagnetic storms can impact infrastructure in near-Earth orbit and on Earth’s surface,” according to the Space Weather Prediction Center.
As a result, the center has notified the Federal Emergency Management Agency, the North American power grid and satellite operators to prepare for disruptions, especially given the amount of preparations and expected relief efforts for Hurricane Milton, Dahl said.
