新华社莫斯科4月29日电（记者鲁金博）俄罗斯总统新闻秘书佩斯科夫29日在俄罗斯1频道电视节目中表示，如果俄罗斯与SWIFT（环球银行金融电信协会）支付系统被切断，俄罗斯将在短时间内找到替代方案。
欧洲议会29日通过一项决议，如果俄罗斯入侵乌克兰，欧盟将切断俄与SWIFT的联系，并立刻停止从俄进口石油和天然气；所有俄寡头账号将被冻结，他们的欧盟国家签证也将被取消。欧洲议会还呼吁欧盟减少对俄罗斯的能源依赖，停止“北溪-2”天然气管道项目，禁止有争议的俄罗斯国家原子能公司建设核电站。
俄罗斯国家杜马（议会下院）国际事务委员会主席斯卢茨基认为，切断俄罗斯与SWIFT联系将引发俄罗斯与西方的全面经济战争。他批评欧洲议会成为“炮制反俄决议的工厂”。
俄罗斯联邦委员会（议会上院）国际事务委员会第一副主席贾巴罗夫指出，如果切断SWIFT支付系统，欧盟国家购买俄罗斯石油只能现金交易。他说，欧洲议会不会解决任何事情，那里成了“恐俄”的温床，其决议没有法律效力。
俄罗斯外交部长拉夫罗夫28日向媒体表示，俄罗斯具备建立类似SWIFT支付系统的基础。俄联邦安全会议副主席梅德韦杰夫之前也曾表示，面对制裁，俄罗斯有应对方法。
SWIFT创建于1973年，总部设在比利时首都布鲁塞尔，主要职能是在全球银行系统之间传递结算信息。
