试点总额度暂定为1500亿元（人民币(6.4584, -0.0057, -0.09%)，下同）、单个投资者投资额度100万元、使用人民币进行跨境结算、资金封闭管理……历时两年多，粤港澳跨境理财从提出到规则初步落地，如今，“跨境理财通”业务试点实施细则来了！
5月6日，人民银行广州分行、深圳市中心支行，银保监会广东监管局、深圳监管局，证监会广东监管局、深圳监管局联合发布通知，就《粤港澳大湾区“跨境理财通”业务试点实施细则（征求意见稿）》（下称“意见稿”），向社会公开征求意见。
“跨境理财通”实行额度管理
根据意见稿，“跨境理财通”业务指粤港澳大湾区内地和港澳投资者通过区内银行体系建立的闭环式资金管道，跨境投资对方银行销售的合资格投资产品或理财产品（以下统称“投资产品”），分为“北向通”和“南向通”。
其中，“北向通”指港澳投资者在粤港澳大湾区内地代销银行开立个人投资账户，通过闭环式资金管道汇入资金购买内地代销银行销售的投资产品；“南向通”指粤港澳大湾区内地投资者在港澳销售银行开立个人投资账户，通过闭环式资金管道汇出资金购买港澳销售银行销售的投资产品。
意见稿提出，“北向通”跨境资金净流入额上限和“南向通”跨境资金净流出额上限均不超过“跨境理财通”业务试点总额度。目前，“跨境理财通”业务试点总额度暂定为1500亿元。“跨境理财通”业务试点对单个投资者也实行额度管理，投资额度为100万元。
