人民币(6.3860, 0.0048, 0.08%)又升值了。
面对人民币近期较强的升值态势，中国人民银行5月31日宣布，决定从6月15日起，上调金融机构外汇存款准备金率2个百分点至7%。
截至2021年4月末，我国金融机构外汇各项存款余额约1万亿美元，上调存款准备金率2个百分点，可以锁定200亿美元流动性。通过上调准备金率，收紧国内银行体系内流动性是央行的惯用手法，对于外汇流动性亦然。通过减少国内美元流动性，在国内汇率市场上减轻美元的抛售压力，从而缓解人民币升值预期。自2005年7月21日人民币汇改以来，中国人民银行分别于2005年、2006年、2007年多次上调外汇存款准备金率，意在扭转人民币升值预期。
对于此轮人民币升值，短期因素主导较多。
美元指数(90.1609, 0.2351, 0.26%)近期加速下行导致人民币被动升值。虽然人民币与美元指数不直接挂钩，但人民币与美元的高度关联，必然会因美元指数下跌而升值。美国政府又计划推出6万亿美元的财政刺激计划，一轮轮的货币“放水”，让美元指数持续走弱，促使了人民币的上涨行情。
相较美欧日发达经济体，中国经济基本面的比较优势是人民币短期汇率升值的基础所在。美国4月份就业情况不及预期，日本因疫情反弹致使经济前景不明朗，以印度、巴西为代表的新兴经济体由于疫情加重而重创经济，而唯有中国的疫情防控有序、经济反弹有力，加之中美利差影响，外资持续流入中国，从而进一步推升人民币币值。
由于受疫情影响，全球供给出现较大缺口，中国凭借疫情防控和完整供应链生产链的优势，自去年下半年一直保持着较高出口增长，而此轮人民币升值始于去年5月，出口增长依然强势不变，但是此种情况不会长久持续。因此，出口持续增长且能保持人民币升值不会是长期态势。
人民币汇率升高，尤其是短期内明显上升，其利弊得失何在？
一般而言，本币升值则会削弱本国出口。虽然疫情颠覆了传统经验，但这种情况不会长久存在。随着全球供应链完全恢复，人民币快速升值不利于推动我国出口增长，也不利于我国经济增长。因此，保持人民币在合理均衡上的稳定有利于经济增长。
在人民币快速升值背景下，国内出口企业的利润将减少，尤其是中小微企业受到的冲击更大。而这些市场主体是我国就业的主要吸纳力量，他们生产经营受到影响，不仅会干扰国内就业稳定，甚至会拖累经济基本面。
一段时间以来，大宗商品价格上涨给我国带来明显的输入性通胀压力。人民币升值在理论上可以对冲大宗商品价格上涨，但实际中存在传导机制和传递系数的作用。也就是说，人民币汇率与大宗商品价格并非线性关系，所以人民币升值对大宗商品进口价格的影响有待评估。
一言以蔽之，继续实施以市场供求关系为基础、参考一篮子货币的有管理的浮动汇率制度有利于人民币汇率均衡稳定，保持人民币汇率在合理均衡水平上基本稳定有利于经济基本面。
