美国7月财政赤字达3020亿美元
根据美国财政部数据，今年7月联邦政府财政预算赤字达到3020亿美元，为历史同期最高水平，主要原因是7月财政收入同比锐减54%至2620亿美元。不过截至7月的2021财年前十个月财政赤字累计为2.54万亿美元，较去年同期低10%。

央行周三宣布，为进一步提升市场主体使用外部评级的自主性，推动信用评级行业市场化改革，中国人民银行决定试点取消非金融企业债务融资工具发行环节信用评级的要求。
国务院教育督导办：对各地落实“双减”情况建立半月通报制度
为督促各地切实贯彻落实中办国办《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》，日前，国务院教育督导委员会办公室印发专门通知，拟对各省“双减”工作落实进度每半月通报一次。
工信部于8月10日发布第四十五批免征车辆购置税的新能源汽车车型目录，长续航版特斯拉Model Y在列，NEDC续航里程640km。除此之外，比亚迪元PLUS、小鹏汽车G3i、五菱宏光 MINIEV 等车型也均入选该目录。
股市方面，周三美股三大股指收盘涨跌不一，道指与标普500指数齐创收盘新高。道指收涨0.62%，报35484.44点，基建相关板块及贵金属板块继续领跑大市。Moderna大跌15.64%，美银指其市值与基本面不相符；标普500指数收涨0.24%，报4447.60点；纳指收跌0.16%，报14765.1点。
结合基建投资利好周三道指和标普500指数再创历史新高。不过瑞穗证券美国首席经济学家Steven Ricchiuto表示，考虑到美联储已经发表了诸如缩减QE、收紧利率等一系列防御性言论，通胀数字没有那么高可能会令他们有些难办，当然这也不是说整件事情已经失控了。
A股三大指数今日集体收跌，其中沪指下跌0.22%，收报3524.74点；深证成指下跌0.79%，收报14901.97点；创业板指走势较弱，跌幅达到1.47%，收报3386.43点。两市成交额达到1.3万亿元，行业板块涨跌互现，有色金属板块强势领涨。北向资金今日小幅净卖出1.78亿元。
当前市场受到扰动因素较多，整体呈现震荡走势，指数波动幅度较大。制造业PMI持续收窄，出口增速大幅下降，对宏观经济形势带来较强扰动。内部形势的边际变化对市场风险偏好或有负面影响。警惕前期涨幅较大，预期较高的行业出现集体调整的风险。
恒指收跌0.53%，恒生科技指数收跌1.49%。恒大概念股回吐此前涨幅，中国恒大跌超8%，恒大汽车、恒大物业跌超6%。OLED概念股、港口及运输股、能源股逆市走强。
国内经济同比增长下行的压力，海外市场疫情反复的影响，美元指数底部回升带来的资金回流美国，更重要的是，构成港股市场主体的国内互联网相关公司面临的持续监管压力。
