据FMA官网资料查询，新西兰金融市场管理局（简称“FMA”）监管杠杆式外汇交易。提供外汇服务的供应商必须获得FMA授权的“Derivatives Issuer”（衍生品发行人）牌照。
1.新西兰对杠杆式外汇的定义：外汇交易是指买卖外国货币。人们在外汇交易中，要么通过押注货币币值的变化来快速获利，要么为外汇交易支付一定成本（称“对冲”）。
2.你可以通过以下方式进行外汇交易：
（1）持有外汇银行账户，在预期外币兑本币（纽币）时币值上涨时购置外汇；
（2）基于两种货币的兑换利率，通过持牌衍生品发行人买卖合约。合约可包括：远期，掉期，期权，差价合约（CFDs）以及保证金外汇合约。

机构介绍：新西兰Financial Markets Authority（简称FMA），成立于2011年。2014年开始，FMA依据《金融市场行为法案2013（FMC Act）》正式进行运作。FMA与新西兰储备银行RBNZ、新西兰财政部以及商务部、创新就业部门共同组成新西兰金融监管机构委员会。此外，FMA是国际证券委员会IOSCO成员之一。
作为新西兰政府机构，FMA负责执行证券、金融报告以及公司法，使其适用于金融服务和证券市场。同时，FMA监管证券交易、金融顾问及经纪商、审计师、信托人及发行人。FMA与新西兰储备银行RBNZ共同负责监管指定结算系统。
机构职能：
（1）审核及颁发金融服务机构营业许可
（2）监督金融服务机构运营，接受投资者对金融机构的投诉
（3）调查及执法，例如针对提供虚假信息的金融机构，FMA有权吊销其执照
（4）政策及引导，提供信息以协助公司依法展开金融活动
（5）教育与普及，FMA与社会组织合作帮助投资者远离金融欺诈，做出正确的投资决定
FMA与FSP：
新西兰FSP全称为Financial Service Providers（金融服务企业），是指在新西兰提供金融服务的个人、企业和机构的可查询的线上信息注册。符合该类型的监管则称为FSPR，即Registrar of Financial Service Providers（注册金融服务企业）。
凡是在新西兰境内提供金融服务的个人及团体组织，均需要合法的FSP注册与申报。但是FSP并不代表监管，只是相当于普通的工商注册号。
新西兰FMA全称为Financial Markets Authority New Zealand，是新西兰外汇行业的最高金融机构。
根据2015年2月28日更改的“金融市场行为法及其附属条例”，受新西兰监管的合规外汇交易商，都必须获得FMA授予的衍生品提供商牌照。金融衍生品牌照信息显示在FSPR查询页面。任何提供衍生品服务的合规经纪商需向投资者公开信息，特别是零售客户。

外汇经纪商需要满足以下条件方可获得“衍生品发行人”牌照：
1.禁止与无照金融机构进行交易
2.外包：用于运营金融衍生品所外包的配套系统/合作商需符合标准，并与公司签订法定绑定协议
3.记录：必须保存运营的所有相关记录用以审核
4.监管反馈：必须提供有能力继续运营所提供金融产品的相关信息
5.合规性：公司系统、政策、流程等必须一直适当并有效
6.监督机制：监督合规机制必须等同或由于FMA建议
7.争议解决机制：需要具备完善稳定（至少等同或优于FMA提议）的争议解决机制
8.提供现金流报告
9.有形净资产需要始终保持100万纽币以上
10.需要具备完善的风险控制机制
11.需要具备合格审计员，提交鉴证报告以及净资产报告
12.向客户提供合适的产品
