美元指数(92.3411, 0.0191, 0.02%)为何重拾跌势？
尽管高盛策略师暂时退出做空美元的策略，但该投行同时指出，未来几周之后可能会有更多做空美元的机会，因为交易员们预计随着欧洲大陆疫情好转，“欧洲经济活动可能出现复苏”。
疫苗接种将在4月和5月显著加快，而过去的经验表明，欧洲等地的封锁政策将推动该地区确诊人数快速下降。欧洲经济加速增长，应有助于在一定程度上消除与美国的差异，并在总体上支撑大宗商品价格和风险资产。高盛策略师指出：“有明确证据表明欧洲的疫情正在得到控制，这可能会导致新的美元空头建议。”即便上周五公布的非农就业数据，及本周一公布的服务业活动指数均显示出经济强劲增长，但美元指数在本周仍旧下跌，可能表明目前市场已消化了大部分乐观前景。
道明证券外汇策略全球主管马克•麦考密克在一份客户报告中写道：“虽然美国看起来确实与众不同，但随着时间的推移，疫情正常化意味着世界其他国家将趋同。”他表示，美元汇率水平现在已经超过了美国以外的市场，而全面增长预期意味着美元在近期的上行趋势中“有暂停的空间”。
央行工作论文建议：适时建立人民币汇率期货市场
央行网站发布的工作论文建议，研究各类汇率衍生品对汇率形成作用，适时建立人民币汇率期货市场，或引导境内相关主体有效利用离岸期货市场规避汇率风险。
论文称，考虑到人民币期货市场发展对人民币汇率价格的合理形成、掌握人民币汇率定价权和促进人民币国际化具有重要作用，在当前人民币在岸市场与离岸市场日益均衡发展、境内外各类市场主体逐渐形成人民币汇率双向波动预期的背景下，建议进一步探索构建以国内大循环为主体、国内国际“双循环”相互促进的新发展格局下的人民币汇率全球定价形成机制：一是不断完善人民币在岸市场的定价机制，研究各类汇率衍生品对汇率形成作用，适时建立人民币汇率期货市场，或引导境内相关主体有效利用离岸期货市场规避汇率风险；二是加强对全球人民币流动、资产配置和价格变动的监测，健全人民币汇率风险的宏观审慎管理体系，稳步推进人民币国际化。
评论：人民币汇率近期波动属正常健康调整
近期人民币汇率回落，一是欧洲疫情出现第三波传染，市场避险情绪重新抬头；二是美国通胀预期上升，美债收益率上行，中美债收益率差收敛；三是疫苗接种加新刺激计划，提振美国经济复苏预期，美元指数不跌反涨；四是货币提前紧缩预期抬头，以美股为代表的风险资产价格剧烈震荡，新兴市场重现资本外流；五是大国博弈依然激烈，凸显国际环境日趋复杂严峻。
汇率是相对价格，研判汇率走势不仅要看本国还要看海外会发生什么。中国在疫情防控常态化的前提下，经济社会活动正在进一步加快恢复，只是外部因素发生了一些变化。但这仍属于健康、正常的调整，反映人民币汇率步入了双向波动的新常态。
