为帮助低收入国家摆脱经济复苏困境，国际货币基金组织（IMF）提议今年夏天增发特别提款权，以促进全球经济复苏。业内受访专家认为，此举有利于缓解脆弱经济体的流动性问题，也有助于人民币(6.5442, -0.0041, -0.06%)国际化发展。
IMF第一副总裁杰弗里·冈本近期透露，未来几个月IMF执行董事会将审议普遍增发6500亿美元特别提款权的方案，以帮助低收入国家应对疫情并促进全球经济复苏。目前，这一提议已经得到二十国集团和IMF成员的普遍支持。
特别提款权是IMF于1969年创设的一种国际储备资产，用以弥补成员官方储备不足。国际货币基金组织评估认为，当前低收入国家面临疫苗资源匮乏、应对危机政策空间有限及原有的经济脆弱性仍在拖累经济增长等复苏难题，国际社会应采取强有力的应对措施。
业内认为，目前全球疫情仍未完全受控，经济复苏很不平衡，部分低收入、脆弱经济体面临经济放缓、流动性压力等，IMF特别提款权政策越早落地越好。
“一旦这些脆弱经济体国际储备枯竭或流动性风险暴露，可以用特别提款权‘置换’必需的币种流动性，有助于缓解这些脆弱经济体的流动性问题，从而促进全球经济复苏。”光大银行金融市场部分析师周茂华告诉上海证券报记者。
2015年11月30日，IMF宣布将人民币纳入特别提款权货币篮子，与美元、欧元(1.1959, 0.0010, 0.08%)、日元和英镑(1.3762, 0.0012, 0.09%)共同构成新的货币篮子。2016年10月1日，人民币正式加入特别提款权货币篮子。
DailyFX中文网高级分析师樊秀峰告诉记者，人民币在特别提款权货币篮子里占10.92%的权重，增发6500亿美元特别提款权的方案相当于人民币在国际储备中增加了价值约710亿美元的人民币储备，利好人民币国际化发展。
除了增发6500亿美元特别提款权外，IMF近期还批准减免多个国家2021年4至10月期的债务。此外，IMF支持将二十国集团“暂停债务偿付倡议”（DSSI）进一步延长至2021年12月底。
