5月6日，中国人民银行广州分行、中国人民银行深圳市中心支行、广东银保监局、深圳银保监局、广东证监局、深圳证监局联合发布《粤港澳大湾区“跨境理财通”业务试点实施细则（征求意见稿）》。
与股市的“陆股通”、“港股通”类似，跨境理财通也分为“北向通”和“南向通”。根据意见稿，跨境理财通将设定额度上限。目前，“跨境理财通”业务试点总额度暂定为1500亿元人民币(6.4612, -0.0029, -0.04%)。“北向通”跨境资金净流入额、“南向通”跨境资金净流出额上限，均不超过试点总额度。
同时，“跨境理财通”业务试点还对单个投资者实行额度管理，投资额度为100万元人民币。
投资门槛方面，开展“南向通”业务的内地投资者需满足三大条件：一是具有完全民事行为能力；二是具有粤港澳大湾区内地九市户籍或在粤港澳大湾区内地九市连续缴纳社保或个人所得税满5年；三是具有2年以上投资经历，且满足最近3个月家庭金融净资产月末余额不低于100万元人民币，或者最近3个月家庭金融资产月末余额不低于200万元人民币。
征求意见稿还规定，“南向通”业务可购买的投资产品，由港澳管理部门规定。
需要注意的是，内地投资者开展跨境理财通业务试点时，若出现提供虚假或隐藏重要事实的资料；违反账户开立相关规定；涉嫌洗钱、恐怖融资、逃税；使用非自有资金购买投资产品，代他人理财、募集他人资金或使用其他非自有资金进行投资；存在使用所购买的投资产品进行质押融资等担保行为；其他违法违规行为等，内地合作银行将会视情节暂停或取消其购买“跨境理财通”产品资格。
银行展业条件方面，意见稿规定，内地代销银行和内地合作银行应满足在粤港澳大湾区内地九市注册法人银行或设立分支机构；具备3年以上开展跨境人民币结算业务的经验；建立“跨境理财通”投资者权益保护及投诉纠纷解决相关机制等五大条件。
