美债收益率上行对我国基本面和资本市场影响有限

5月17日,美国财政部发布了3月国际资本流动报告(Treasury International Capital,TIC),报告显示,3月外国央行投资者减持了约697亿美元美债。具体来讲,除卢森堡小幅增持7亿美元外,美国国债的其他前十大外国持有者均在3月减持了美债,其中,持有美国国债最多的日本连续2个月减持,3月减持177亿美元美债至1.24万亿美元;排名第二的中国则结束了连续4个月的增持势头,减持38亿美元美债至1.1万亿美元。尽管如此,日本和中国分别持有的美债数量仍然大于排在三至五位的英国、爱尔兰以及卢森堡持有美债数量的总和。

多国减持美国国债的原因主要有担忧美元走弱或致美元资产贬值、担忧财政货币刺激引致通胀上行降低美债实际收益率、规避美联储收紧风险以及防范可能的债务危机等原因。

首先,担忧美元走弱或致美元资产贬值。疫情以来,美联储实施极度宽松的货币政策,甚至推出史无前例的无限量化宽松政策,当前美联储依然保持以每个月不低于800亿美元的速度购买国债、以每个月不低于400亿美元的速度购买MBS,为实现量化宽松政策承诺的购债规模,美联储需要大幅增加货币发行,大量的货币发行在一定程度上导致美元走弱,由此导致各国持有的美元资产价值被稀释。2020年3月以来,美元指数(90.1430-0.0309-0.03%)一路下行,从高点102下行至90左右。而美债作为各国央行持有的主要美元资产,其价值也将相对下降,导致各国对美国的债务被稀释。为防止本国对美国的债务进一步被稀释,债权国家可能选择减持美国国债。当然,美债价值还取决于美债和美元的相对变化。

其次,担忧财政货币刺激引致通胀上行降低美债实际收益率。与前述美联储大量增发货币以及实施无限量化宽松政策相伴随的是美国财政赤字规模激增以及通胀快速上行。据美国财政部最新数据,2021财年前7个月美国联邦预算赤字扩大至创纪录的1.9万亿美元,远高于去年同期的1.5万亿美元,4月一个月就出现了2255.79亿美元的巨额赤字。在货币宽松和财政赤字的刺激下,美国通货膨胀率快速上行,据美国劳工部最新数据,美国4月未季调CPI同比升4.2%,增速创2008年9月以来新高;未季调核心CPI同比升3%,追平1996年1月的增幅;季调后CPI环比升0.8%,追平2009年6月的增幅。快速上行的赤字规模和通胀水平导致投资美债的风险越来越大,持有美债可能使投资者面临长期实际负利率,这将增强市场抛售美债的意愿。

再次,规避美联储收紧风险。4月通胀数据飙升,市场通胀预期持续走高,非农就业数据公布后降温的加息预期再次升温。近期,美国5年期盈亏平衡通胀率和10年期盈亏平衡通胀率持续走高,5年期盈亏平衡通胀率于5月12日升破2.8%,为2005年以来最高水平,尽管美联储反复强调通胀只是暂时的,但是快速大幅上行的盈亏平衡通胀率代表市场通胀预期不断上行,市场对于通胀压力带来的不确定性表现出担忧。美国货币市场认为美联储2022年12月加息25个基点的概率从88%升至100%,加息预期再度升温。一旦美联储开始退出宽松政策,减少购债规模,将导致美债下跌,缩减外国投资者持有美债的价值。不过同样,美债价值还取决于美元和美债的相对变化。

最后,防范可能的债务危机。美国债务规模近年来快速扩张,当前美国债务上限是2019年3月确定的21.99万亿美元,而当前债务规模已达到28.17万亿美元,超出美国债务上限。尽管依靠美元体系,当前美国并未出现过美债违约的情况,但是当债务规模超过美国债务上限而国会未批准提限时,也曾出现评估机构下调美国主权评级的情况,2011 年 8 月债务上限危机时,标普公司将美国主权评级从最高的 AAA 降至 AA+。历史上,布雷顿森林体系的崩溃其根本原因在于特里芬难题下,美国违约停止美元兑换黄金。因此,并不能排除面对庞大的债务以及与日俱增的付息成本,美国难以继续借新还旧,进而选择违约的可能。因此,多国抛售美国国债或也有防范债务危机的考虑。

多国减持美国国债的影响主要表现在两个方面:第一是可能导致美国经济走弱,进而影响其他国家出口;第二是将引发全球风险资产重新定价。

首先,一方面,作为全球最大的债务国,美国的经济发展在很大程度上依赖于债务支持,如果多国选择抛售美债,那么美国继续发行债券和筹集资金的能力将会大打折扣,这将对美国经济发展产生影响。另一方面,当今世界仍是一体化的世界,在国际贸易中,美国本身拥有巨大规模的贸易逆差,一旦其经济走弱,市场需求下降,那么对于其他国家的出口也将产生一定的影响。此外,美债被抛售也大概率伴随美元走弱,美元走弱将导致其他国家货币的相对升值,同样不利于其他国家的出口。

其次,多国减持美国国债的直接影响是美债价格下跌而美债收益率上升,由于美国国债收益率是全球风险资产定价的锚,因此全球资产价格将产生较大波动。具体而言,可能造成美股承压,尤其是高估值板块可能下行;实际利率的上升还会导致黄金等贵金属价格下跌。对于我国而言,当前中美利差仍在150bps左右的安全区间,美债收益率上行对我国基本面和资本市场影响有限。

    Working with three male bonobos, study co-author Luke Townrow, a Johns Hopkins PhD student, would sit across a table from one of the animals as another person placed a treat under one of three cups.
    In some cases, Townrow would be allowed to see which cup the treat was under, and the bonobo would wait for him to pass it the food.

    At other times, he would not be able to see where the treat was, and the bonobo would point to the right cup to help him find the food.

    The “seemingly simple experiment that demonstrated for the first time that apes will communicate unknown information in the name of teamwork,” the statement reads.

    And study co-author Chris Krupenye, a Johns Hopkins assistant professor of psychological and brain sciences, told CNN that the study “is one of the clearest pieces of evidence that a non-human primate understands when someone else is ignorant.”

    This ability to intuit gaps in others’ knowledge is known as theory of mind.

    “As humans we have theory of mind, the ability to think about others’ perspectives,” Krupenye told CNN on Tuesday.

    In a press release on its website, Drents Museum described the Helmet of Cotofenesti — which was discovered in a Romanian village almost a century ago — as a “masterpiece.” Its design features mythological scenes and a pair of eyes, located above the wearers’, that were thought to deter enemies during battle while protecting against the “evil eye.”
    The exhibition was set to conclude Sunday, though Drents Museum remained closed through the weekend due to the robbery. Its premises were damaged by the explosion, though no injuries were reported, the museum said.

    Dutch police announced that they are working with global police agency Interpol and had, as of Sunday, received more than 50 tip-offs.
