塞浦路斯对杠杆式外汇的定义：外汇交易既不是以实际交付商定的外币为目的，也不是以现金（外汇现货交易）实质结算的交易。
CySEC对外汇交易的定义：
（a）不以现金结算，客户的仓位发生预期变化，如’滚动现货外汇合约’或；
（b）根据不同的汇率，将两种货币之间的价值差异作为结算的对象，并且客户需支付每日担保金额（保证金）。
对于特定金融工具订单的接受、转移以及执行，可被视为投资服务，必须只能由持牌CIF（塞浦路斯投资公司）提供。

机构愿景：将塞浦路斯证券市场建立成最安全、最可靠、最吸引人的投资目的地之一。
机构使命：开展有效监督，确保投资者保护和证券市场健康发展。
监管职能：
（1）检查申请并向其监督下的实体发放经营许可证，并暂停和撤销上述许可证。
（2）监督和管制塞浦路斯证券交易所和其他有组织市场在共和国境内的运作以及在这些市场进行的交易。
（3）监督和规范受其监督的机构，以确保其遵守有关其运作的法律。
（4）根据法律规定的职责以及代表其他外国监管当局开展一切必要调查。
（5）要求和收集必要或有助于行使法律义务的信息，并要求书面要求向任何自然人或法人或组织提供信息，以便提供所需资料。
（6）实施法律规定的行政处罚和纪律处分。
（7）要求停止违反证券市场法律的做法。
（8）向主管法院申请拘留、或收取或冻结或防止涉及资产的转让或交易的命令。
（9）发布监管指令和决定。
（10）与共和国其他公共当局、主管的外国监督机构和其他组织合作和交流数据和信息。

1. 提交申请公司细节
包括公司名称，交易名称，注册号码以及注册日期，注册办公地址，总部办公室地址，邮寄地址，联系方式，网址，外部审计，法定顾问等
2. 申请的授权服务、活动以及金融工具类型
2.1 填写投资公司类型：
（1）传统投资公司（如券商）；
（2）差价合约（CFDs）/外汇交易；
（3）二元期权交易；
（4）算法交易；
（5）组合类型（需加以说明）
2.2 填写投资服务类型：
Part1：投资服务及活动（第一部分）
（1）接受和传递一个或多个金融工具相关订单；
（2）代表客户执行订单；
（3）交易自有账户；
（4）投资组合管理；
（5）投资建议；
（6）基于明确承诺，承销金融工具和/或安置金融工具；
（7）无明确承诺，安置金融工具；
（8）运营多边交易设施。
Part2：金融工具（第二部分）
（1）为客户账户妥善保管和管理金融工具，包括托管和相关服务，如现金/抵押品管理；
（2）为投资者提供信贷或贷款，以使他能够在一项或多项金融工具中进行交易，而在该交易中涉及信贷或贷款的公司；

Part3：金融工具（第三部分）
（1）可转让证券；
（2）货币市场工具；
（3）集体投资事业单位；
（4）期权，期货，掉期，远期利率协议以及与证券，货币，利率或收益率有关的任何衍生合约，或可能以实物或现金结算的衍生工具，金融指标或金融措施；
（5）期权，期货，掉期，远期利率协议以及与商品相关的任何衍生产品交易，这些交易以现金结算，或者双方协商选择的现金方式结算（除违约或订单终止外）；
（6）期权，期货，掉期以及与商品有关的其他衍生合约，这些合约可由实物结算，只要交易在受监管的市场或/和多边交易市场进行；
（7）期权，期货，掉期，远期和其他与商品相关的未在Part3（6）提到的其他衍生合约。这些合约可由实物进行结算，不能用于商业目的，具有其他衍生金融工具特征，通过认可结算所清算和结算，或定期追加保证金；
