国际金融研究所（IIF）最新研究表明，去年新冠疫情导致全球债务增加24万亿美元，达到了创纪录的281万亿美元，全球债务与GDP的比率超过355%。
IIF的全球债务监测机构估计，政府援助计划占到了债务增长的一半，而全球企业、银行和家庭分别增加了5.4万亿美元、3.9万亿美元和2.6万亿美元。
这意味着债务占GDP的比率激增了35个百分点，达到355%。
这一上升幅度远远超过了全球金融危机期间的增幅。在2008年和2009年，债务与GDP的比率分别上升了10个百分点和15个百分点。
研究显示，债务的增长也没有短期稳定的迹象。在低利率支撑下，今年许多国家和部门的借贷水平预计将再次大大高于疫情前水平，尽管全球各大经济体的重新开放应在GDP方面有所帮助。IIF报告称：
“我们预计全球政府债务今年将再增加10万亿美元，超过92万亿美元。”
IIF补充说，逐渐减少的政府援助也可能比金融危机后更具挑战性。报告称：
“政治和社会压力可能会限制政府减少赤字和债务的努力，从而损害其应对未来危机的能力。这也可能会限制采取政策措施以减轻气候变化和自然资本损失的不利影响。”
数据显示，欧洲的债务增长尤其迅速，法国、西班牙和希腊的非金融部门债务与GDP的比率增加了约50个百分点。
债务的快速增长主要是由政府推动的，尤其是在希腊、西班牙、英国和加拿大。在IIF对61个经济体进行的分析中，瑞士是唯一一个债务率下降的成熟市场经济国家。
IIF还表示，“过早撤回支持性政府措施可能意味着破产激增和新一轮不良贷款”，但是，持续依赖政府的支持也会通过鼓励所谓的“僵尸”企业承担更多的债务，从而构成“系统性风险”。
