4月18日,在博鳌亚洲论坛2021年年会“数字支付与数字货币”分论坛上,中国人民银行副行长李波透露,人民银行正考虑在更多场景、城市试点数字人民币。他表示,当前包括我国在内的很多国家在研究对加密资产的监管规则,要确保加密资产不会引发严重的金融风险。

加强数字人民币生态系统建设

李波表示,数字人民币正式推出还没有时间表。在全国推广之前需将三方面工作做到位。首先是要继续做好试点工作,扩大试点项目范围。其次是要进一步打造数字人民币的基础设施,包括生态系统等。同时,进一步提升系统的安全性和可靠性。再次是要建立一套相应的法律和监管框架,监管数字人民币使用。

“我们正考虑在更多场景和城市进行试点。”李波介绍,在即将到来的北京冬奥会期间,数字人民币要不仅为国内用户所用,也要让国际来宾使用。人民银行会继续开展数字人民币试点,在试点中覆盖更多使用场景,并进一步加强生态系统建设。

李波强调,目前开展数字人民币相关工作的重点是推进其在国内的使用。谈到人民币国际化,他说,人民币国际化是一个自然而然的进程,目标不是要取代美元或其他国际货币。“我们的目标是让市场做出选择,进一步便利国际贸易和投资。”

此次论坛上,博鳌亚洲论坛副理事长、中国人民银行前行长周小川表示,要尊重各国央行的货币主权,利用数字技术照样可以大幅度提高便利度,而不是采取某一个货币“一统天下”的做法。

周小川称,中国研究推出数字货币的初衷并不是将其用于跨境支付,跨境支付还牵扯很多复杂问题。

加密资产本身并非货币

提及比特币,李波说,比特币和稳定币是加密资产。加密资产本身不是货币,而是另类投资品。加密资产将来应发挥的主要作用是作为一种投资工具或替代性投资工具。

“要确保加密资产不会引发严重的金融风险。”李波表示,把加密资产看作一种投资工具,当前很多国家包括中国也正在研究,这样一类投资品应处于怎样的监管环境之中。“在研究出监管规则之前,会继续保持现在的举措和做法。”
