美联储何时考虑缩减QE？现在开始要盯紧疫苗接种率。
圣路易斯联储主席詹姆斯·布拉德（James Bullard）美东时间本周一在接受彭博电视采访时表示，现在考虑缩减购债规模还为时过早，但美联储已经制定了缩减QE的路线图。同时布拉德还提到，成功让75%的美国人接种疫苗将是新冠危机即将结束的信号，这也是美联储考虑缩减购债计划的必要条件。
布拉德首先提到了美国经济的发展前景，他预计美国2021年经济增速为6.5%，疫苗战略正在奏效，可以应对变种病毒，因此经济有望转向高生产率的增长。
接着，布拉德重点谈论了对通胀问题的看法。
关于通胀，他表示，由于基数效应，解释CPI将非常困难。他正在观察供应链瓶颈对价格的影响。他说，目前通胀数据存在很多不确定性，将会有更多的通货膨胀，“希望它能符合预期”。他提到，通胀保值债券（TIPS）市场的价格预期上升令人鼓舞，更好的通胀年率数据可能在下半年出现。他表示：
“我们有实现通胀目标和提高预期的环境。由于季节性因素，很难获得通货膨胀的信号。我认为今年会有更多的通货膨胀。 ”
关于疫苗接种，布拉德表示：
“一旦达到75%甚至80%的疫苗接种率，并且美国疾控中心（CDC）给出更多类似于疫情受控或是放松防疫指南等信息，那我认为整个经济都将从中获得信心。”
但布拉德补充说，现在的感染病例有增加的迹象，这一点令人担忧。
值得一提的是，根据彭博Vaccine Tracker的数据，目前大约36%的美国人已经接种了第一剂新冠疫苗，22%的美国人已经接种完毕。美国银行一个类似的追踪数据显示，在过去一周中，美国共接种了2600万剂疫苗，使总数增加到1.87亿，占总人口的一半以上。只有英国进行了更多的疫苗接种而欧洲，尤其是日本，继续严重落后。
零对冲称，如果按当前速度简单地推断，在其他所有条件都相同的情况下，75%这个接种目标在短短的两个月内就能达到，也就是6月的某个时候。
关于货币政策，布拉德表示，现在讨论调整货币政策还为时过早，还是要由鲍威尔主席来发起削减量化宽松的讨论。为了达到物价目标，必须少一些先发制人的做法。他说现在考虑缩减购债规模还为时过早，但美联储已经制定了路线图。 对于外界关注的何时加息的问题，布拉德并未给出答案。
关于金融稳定的问题，他表示一直在关注这个问题，但他认为系统性风险不会造成大规模担忧，美联储现在有更好的工具来应对金融失衡。
他还提到了美债收益率的问题。他说持有安全、流动性好的政府债券的欲望看起来很强烈，不清楚为什么10年期美债收益率会超过疫情前水平。
关于加密货币，他表示，公众青睐统一外汇，加密货币走错了方向。
有分析认为，布拉德的讲话和美联储主席鲍威尔的看法相呼应。鲍威尔周日在接受采访时表示，由于疫苗接种量增加和强有力的政策支持，美国经济正处于“拐点”，将出现强劲的增长和提前招聘，尽管新冠疫情仍然是一个威胁。但鲍威尔没有透露美联储何时将开始“考虑减持”。
