【全球疫情升温】
根据德国重症监护协会DIVI的报告,截至4月11日,德国的重症监护病房占用数量继续上升,重症患者数量已达到4566例。其实,自3月12日以来,重症监护病房占用率一直持续上升,德国重症监护协会曾多次发出警告,表示目前的数值仅反映出两周前的感染状况,但如果不迅速采取措施,该数字还将持续上升。在去年德国第二波疫情最高峰的时候,重症患者数量曾达到5574例。
据巴西媒体当地时间4月10日报道,该国重症医疗协会近日发布的调查数据显示,3月份,巴西全国40岁以下年轻群体新冠肺炎患者在重症监护病房中的床位占用比例达到了52.2%。这也是该国疫情暴发以来,上述年龄段人群在新冠肺炎重症住院患者中的比例首次超过50%,达到绝对多数。数据还显示,同一月份,重症病房中需要进行插管治疗且无合并症的新冠肺炎患者的比例达到了58.1%,也创下了自疫情暴发以来的最高纪录。
日本方面,首相菅义伟表示,日本将在东京、京都和冲绳重新实施限制措施,以遏制这些地区新冠疫情的快速蔓延。东京三周前刚刚解除了紧急状态。这些措施将于4月12日开始实施,东京持续到5月11日,京都和冲绳持续到5月5日。大阪、兵库和宫城已经采取了类似的限制措施。

【阿斯利康和强生疫苗出现副作用】
根据德国保罗·埃尔利希研究所的报告,迄今为止德国共发现42例接种阿斯利康疫苗后的静脉血栓病例,另外还有23例出现血小板减少症。在42例血栓病例中,有35例为20-63岁的女性病例。根据德国疾控机构罗伯特·科赫研究所的报告,接种阿斯利康疫苗的女性比男性更容易产生血栓问题。共有8人疑似因血栓问题死亡,其中5名女性,3名男性。

欧洲药品管理局(EMA)4月6日曾表示,找到阿斯利康疫苗以及罕见血栓之间的“可能关联”,但认为继续施打阿斯利康疫苗的利大于弊。
法国政府9日说,鉴于阿斯利康疫苗可能引发的副作用,将为已经接种第一剂阿斯利康疫苗的55岁以下人群提供不同种类的第二剂疫苗。
意大利西西里大区主席尼罗·穆苏梅奇 (Nello Musumeci)近日表示,当地大多数民众拒绝接种阿斯利康疫苗。拒绝接种该疫苗的民众高达80%,每100人中就有80人拒绝接种。

无独有偶,继阿斯利康之后,强生公司的新冠疫苗也被怀疑可能导致血栓风险。欧洲药品监管局(EMA)已开始评估强生新冠疫苗与血栓之间是否存在潜在联系。另外,接种强生疫苗或将导致其他问题。
美国食品和药物管理局2月27日批准美国强生公司旗下杨森制药公司研发的新冠疫苗投入紧急使用。据了解,这款疫苗只需接种一剂。不过随着强生疫苗持续推进接种,美国国内多地发生了接种该款疫苗后出现头晕、呼吸急促等不良反应状况。目前,美国佐治亚州、科罗拉多州以及北卡罗来纳州的部分地区已宣布暂停接种强生新冠疫苗。
强生疫苗使用的是与阿斯利康类似的技术,但不同之处在于,阿斯利康疫苗是两针疫苗,而强生疫苗则是单针疫苗。在一些国家限制接种阿斯利康疫苗的情况下,欧盟眼下急需强生疫苗来加快其疫苗接种进度。
疫苗出现问题将拖延群体免疫到来的期限,阻碍经济复苏的进程,同时也将打击油市投资者对油价的信心。
【伊朗石油虎视眈眈】
伊朗核问题全面协议相关方代表9日在奥地利首都维也纳举行新一轮会谈,讨论美国和伊朗恢复履行协议议题,并决定本周继续会晤。
美国和伊朗代表间接交换意见,多方积极评价会谈进展。尽管如此,会谈依然面临不小阻力。伊朗外交部长穆罕默德·贾瓦德·扎里夫要求美方解除上届美国政府所有对伊制裁;美国国务院一名高级官员回应,如果伊方坚持如此,美伊将陷入僵局。
俄罗斯常驻维也纳国际组织代表米哈伊尔·乌里扬诺夫9日说,参加伊核问题维也纳会议的各方代表有望在5月中旬前达成一项协议,但这并不意味着伊核协议届时会得到全面履行。
伊朗和美国近来就重返伊核协议互开条件,都要求对方迈出第一步。美国要求伊朗重新履行协议,伊朗要求美国取消制裁。
不过,双方都有意继续磋商暗示美国存在进一步妥协的可能,伊朗石油则可能被解封而进入石油市场,这是特别值得关注的一点。

【中美经济料加速上涨】
摩根大通分析师认为,随着拜登政府为其第二个100天的工作加紧努力,美国经济将进入繁荣时期;摩根大通的经济研究团队估计,美国第二季度的经济增长率将达到9.5%,第三季度的经济增长率将达到8.3%,之后将下降至全年的6.3%;该研究团队还预计,美国的失业率到年底将达到4.5%,这与全球金融危机后类似时点失业率高达约9.5%大不相同。

【美联储维持宽松政策,拜登刺激计划接二连三】
美联储3月会议纪要提到,美联储高层认为要达到最大就业和通胀目标很可能还将需要一段时间,在此之前,美联储的资产购买计划至少还将保持当前的力度。
美联储主席鲍威尔警告称,目前经济复苏尚不完全,但也承认目前的经济复苏势头要好于预期。鲍威尔重申在看到经济强劲的证据之前,美联储不会改变宽松政策立场。
继上月签署1.9万亿美元纾困法案,以及提出2.25万亿美元基础设施和就业提案后,白宫于上周五发布政府预算纲要,拜登提出规模1.52万亿美元的预算案。
此外,在拜登上任前100天结束前,另一项总额料为1万亿美元左右的长期社会支出计划也将出炉。
拜登超大规模的刺激计划料将提振市场的燃料消费,尤其在夏季到来前的旅游旺季。目前美国汽油的价格普遍上涨,需求颇为旺盛。在疫情反扑的情况下,油市需求的保证对维持油价将显得极为重要。
