4月18日中午,以比特币为代表的虚拟货币突然闪崩,一时迅速成为焦点话题。到了晚上,博鳌亚洲论坛上,博鳌亚洲论坛副理事长、中国人民银行前行长周小川以及央行副行长李波均谈到了比特币。

4月18日晚间,博鳌亚洲论坛副理事长、中国人民银行前行长周小川表示,中国做数字人民币并不是为了跨境,而是为了借助科技发展,特别是移动互联网普及后,可以更方便地为大众提供支付。“中国有一个14亿人的非常大的零售市场,大家希望有更方便、更有效,成本更低的支付体系。央行在最开始的时候,没想过是不是需要做批发系统,或者是人民币国际化,而是从零售系统开始。”

周小川指出,要尊重各国央行的货币主权,利用数字技术照样可以大幅度提高方便性,而不是采取某一个货币“一统天下”的做法。

周小川谈到比特币时表示,不管数字货币还是数字资产,都要为实体服务。“我们经历过2008年的全球金融危机,发现金融脱离了实体,比如影子银行、衍生品这些纯粹变成了金融机构之间的投机交易,和实体没有联系了,就容易出问题,以至当是一些国际大行的领导、交易员们看不懂,很难做好内部控制。”

周小川表示,要区分数字货币和数字资产,对于比特币这类数字资产,并非现在要下结论,但是”要提醒,要小心“,在中国,金融创新的东西都要说清楚它对实体经济的好处”。

央行副行长李波:正研究对比特币、稳定币的监管规则

央行副行长李波4月18日在博鳌亚洲论坛2021年年会数字支付与数字货币分论坛上指出,比特币和稳定币是加密资产。加密资产是投资的选项,它本身不是货币,而是另类投资品。加密资产将来可能发挥的主要作用是作为一种投资工具或是替代性投资。

李波说,很多国家包括中国也正在研究,对这样的一种投资工具,应该匹配怎样的监管环境。李波认为,要确保对这类资产的投机不会造成严重的金融风险。在研究明白需要怎样的监管规则之前,会继续保持现在的举措和做法。

李波认为,将来任何稳定币如果希望成为一个得到广泛使用的支付工具,必须要接受严格监管,就像银行或准银行金融机构一样受到严格监管。

李波还表示,如果稳定币等加密资产能够成为广泛使用的支付解决方案的话,就需要一个更加强有力的监管规则,也就是说,要比比特币现在所接受的监管规则更加严格。

此外,谈及人民币国际化的议题,李波指出,“我们已经多次表示,这是一个自然而然的进程,我们的目的不是取代美元,或者取代其他国际货币,而是让市场作出选择,实现进一步的国际贸易和投资的便利化。”

李波透露,目前人民银行正在考虑扩大数字人民币的试点范围,在更多场景、更多城市进行试点,例如在未来的北京冬奥会试点场景中,数字人民币不仅会对境内用户开放,也会面向国际用户。谈及数字人民币试点进展,李波透露,数字人民币试点很成功,但数字人民币的正式推出尚无时间表。

比特币突然闪崩 啥原因?

北京时间4月18日11点左右,此前一直维持在61000美元左右的比特币突然转跌,一度跌至52000美元,跌幅超15%。截至发稿,特币价格稍回升,报55250美元/枚。此前几天,比特币价格持续高涨,一度突破6.4万美元关口。

对于比特币突然暴跌的行情,分析人士认为,暴跌可能与三个因素有关:一是土耳其从4月30日开始实行加密支付禁令,Coindesk预计印度与摩洛哥也将出台类似政策;二是刚刚上市不久的数字货币交易平台Coinbase被高管抛售,套现近3亿美元股票;三是有消息指,美国财政部将指控多家金融机构使用加密货币进行洗钱。

受比特币暴跌影响,其他数字货币均出现不同程度下跌。以太币(ETH)、瑞波币(XRP)、莱特币(LTC)等其他较为主流的加密货币价格也集体进入波动期,跌幅悉数达两位,分别一度大跌约12.79%、22.48%与20.95%。而受马斯克效应涨幅一度达250%,总市值一度突破600亿美元的狗狗币,最近24小时内也跌了约7.23%。

美国最大加密货币交易所之一Coinbase的上市尚未过两天,余热还未散去,比特币及其他加密货币就集体出现大幅下挫。

有分析师指出,本轮比特币牛市伴随着宏观政策大放水,机构入场,比特币产品逐渐合规化等利好因素,这周Coinbase上市,比特币再度迎来一轮拉升,但此后,没有新的利好预期出现,市场缺乏有效的刺激,同时,前期获利盘积累过多,也造成了一定的抛压,或造成了今日的大幅回调。

虽然高盛等机构仍然看好加密资产(虚拟货币)的需求,但与此同时,加密货币也越来越受到各国监管机构的重视。例如,4月16日,土耳其央行就表示,因数字代币背后的匿名特性带来了“不可挽回”损失的风险,将从4月30日起禁止使用加密货币作为支付形式。该项法令同样也禁止支付公司的加密货币平台交易。

The booster must then maneuver with pinpoint guidance and reignite its engines with precision timing to avoid crashing into the ocean or the Jacklyn recovery platform.
