美联储将于本周三再度发布政策决议，而在近期美国疫情进一步趋向缓解，经济活动水平加速回暖的背景下，美联储量化宽松措施的延续前景也更受瞩目。尽管美联储在会议决议中仍有大概率在此问题上三缄其口，同时主席鲍威尔也会继续就差给出模糊措辞，但市场观察人士心中却早已自有预测。
对各界经济观察人士的调查显示，美联储最有可能会在2021年底到来前开始缩减其当前高达每月1200亿美元的购债额度，前提是只要宏观经济从疫情影响中快速反弹的势头能够得到维系。于是，这一时间点就比之前预测的到明年3月才开始缩减QE来得更早。然而，即使如此，观察人士仍认为美联储之后缩减QE的步伐会相对缓慢，并且也至少要到2023年才会开始首度加息行动。
具体的调查结果显示，多达45%的经济界人士认为美联储会在四季度宣布开始缩减QE，另有14%更受认为这一行动在三季度就会开始，这与此前3月份的调查预期大相径庭，当时，市场上的压倒性意见都认为，美联储缩减QE将是进入2022年之后的重点政策行动。
显然，近期美国向好的经济数据给了投资者更多信心去押注美联储会提前开始逐步撤除政策支持措施放手美国经济自立，而外部环境也对此产生着推力。上周，加拿大央行已经率先出炉了缩减购债时间表，并暗示将在时机必要后开始加息，而欧洲央行虽然没有在上周会议上直接透露这一前景，但是其官员却也在其他场合对此有过暗示，于是，美联储日后自然也将面临跟进采取行动的压力。
而在此后本周三的政策决议中，美联储料会继续强调，仅有在美国经济全局，尤其上在就业与物价表现方面取得“长足进展”之后，才会考虑调整购债措施节奏。虽然，眼下美联储绝不可能在具体的政策措施上有任何的调整，但是经济观察人士却表示，他们将仔细审阅美联储官员届时的政策措辞，来寻觅一切关于宽松力度缩减预期的蛛丝马迹。之前，美联储主席鲍威尔层说过，在美联储真正采取行动前，他将会“提前很久” 就与市场投资者进行通气。因而，当前向好的实际经济数据，对应美联储的政策前景而言，就比起口头上的预测来得更有分量。
受访分析师因而指出，如果诸如3月份非农就业人口增加近百万的系列经济数据趋势能够继续延续下去，那么美联储就有可能开始考虑启动缩减购债进程，但眼下仅仅只有一个月的数据，却还很难说服美联储去真正认真考虑缩减宽松力度的进程，因而，距离其真正开始行动的节点，也至少将仍有半年以上。在此期间，除了例行的政策会议之外，在7月的美联储主席半年度国会听证会，以及8月的全球央行年会上，美联储还会有额外的机会来与美国及全球的投资者就政策前景进行沟通。
而多达三分之二的受访经济专家都确实预计，美联储在开始缩减QE之前会事先明确地发出信号，如前文所述，最可能释放如此信号的时间节点就是今年三季度，尤其，8月底的杰克逊霍尔全球央行年会上美联储主席的主题讲话，将是透露政策预期的最佳时间节点。
如果近期美国经济数据向好的状况能够得以延续，那么，按观察人士的预测，当失业率降至4.5%而PCE通胀率升至2.1%时，美联储所宣称的经济表现“长足进展”目标就将大致得到实现，届时，开始考虑逐步缩减QE规模也就显得顺理成章。同时，美债收益率的表现也更多指向美联储有大概率在年底前而非明年开始缩减QE。分析人士指出，尽管在本周的会议上，美联储将大概率重申会在政策行动上保持“耐心”，但是其同时也会释放更多的措辞来对经济状况予以肯定。
但即使在年内开始缩减QE，要彻底结束这一行动也是个漫长的过程，多数经济专家认为，从开始缩减QE到真正停止购债行动，美联储至少还要花上12个月时间，这也反过来意味着在此期间美联储的政策利率水平会继续维持在0水平，加息行动因而最早也要到2023年初才会到来。于是各界的当前预期仍是政策利率上限会在2023年底达到0.75%，在2024年底达到1.25%，从而，未来的政策紧缩行动周期一旦开启，也料将是循序渐进，而非一蹴而就的。
而政策前景的变数，除了疫情和经济的前景之外，却还有美联储的潜在高层人事安排变动。美联储主席鲍威尔的当前任期将于明年1月底结束，因而美国总统下半年必须重新提名美联储主席人选并交付国会参院批准。虽然多达四分之三的受调查专家都认为鲍威尔将赢得连任，但是在此期间，美联储高层的政策倾向却不可避免地会趋于保守和稳妥。与此同时，美国财政政策的配合，也是另一重外部诱因。如果拜登政府顺利地通过基建刺激计划向经济输注额外的流动性，那么美联储维持宽松力度的压力也会随之减小。
而作为对经济前景予以认可的最先行信号，美联储可能会考虑微调超额准备金利率水平，这是在其3月政策会议纪要中已经提及的状况。眼下，有约五分之一的受访专家认为，美联储会在本周的会议上把超额准备金利率从0.10%上调到0.15%。
