欧央行称，如果一国央行不发行数字货币，可能会产生两大后果：失去对金融体系的控制权、威胁金融体系稳定。
在失去对金融体系控制权方面，欧央行表示，在支付领域，企业和消费者最终可能会依赖少数占主导地位的支付服务提供商，如外国科技巨头。如果支付等业务从银行体系转移到私人运营的数字领域，央行将难以监管，而无人监管的私营网络可能会成为欺诈泛滥和侵犯隐私的灰色地带。
在威胁金融体系稳定方面，欧央行表示，如果一国中央银行不提供数字货币，中央银行制定货币政策的职责和最后贷款人的地位都会受到影响。
何平认为，之所以欧央行强调上述两点原因，是因为货币数字化转型重塑了金融体系。过去，央行利用银行体系来实施货币政策。现在，如果企业和消费者使用数字货币，则可以越过银行，直接使用互联网手段实现支付和跨境资本流动。
何平表示，全球各地的央行都在考虑发行数字货币。如果一国央行不发行数字货币，其他国家发行的数字货币将有可能逐渐渗透本国的支付体系，那么该国央行将失去对本国货币体系的控制。
何平向第一财经记者解释道：“如果欧央行不发行数字欧元，而其他国家发行了数字货币。在欧洲的消费者可以在手机APP上使用这一数字货币以实现支付功能。这只需有人愿意接收，有稳定的兑换机制即可。虽然可能涉及能否兑换成欧元的问题，但如果能大范围流通，是否兑换成欧元可能也不重要。而这一数字货币市场一旦形成，会影响欧元在支付体系中的地位。”
欧央行称，发行数字欧元，有助于规避被其他数字货币挤兑的风险，以此维护支付系统的自主性。不过，需要警惕的是，如果一旦向外国人开放数字欧元，外国人也可能利用数字欧元洗钱，需要设定每个消费者可以拥有数字货币的上限，或强制披露。
报告：欧元区经济的健康和规模更为重要
欧央行称，有鉴于数字货币安全性、低交易成本和捆绑效应等特性，发行数字欧元将促进欧元在国际上的地位。今年1月，欧盟委员会发布草案，称将加强欧元在国际结算中的作用，并寻求削弱美元的国际主导地位。
环球银行金融电信协会（SWIFT）的最新数据显示，今年4月，在主要货币的支付金额排名中，美元、欧元分居前两名，各占全球支付份额的39.77%和36.32%。不过，另据国际货币基金组织（IMF）的数据，欧元去年在全球外汇储备中所占比例略低于22%，远低于美元的59%。
那么，欧央行推进数字货币进程，能否加速欧元国际化进程？
何平认为，这涉及两个问题：其一，是否挑战现有的国际支付体系；其二，是否会影响到美元霸权。
目前，国际支付体系是中心化的，且依赖于金融机构。全球跨境支付、汇款资金的清结算，主要依靠SWIFT系统。几乎所有的金融机构都接入SWIFT平台，通过该平台实现与其他国家银行的金融交易。
何平称，如果全球各国发行数字货币，将有可能使得各国在国际支付体系中互相渗透、互相竞争和博弈。这将带来国际支付体系去中心化，可能对稳定性构成威胁。一般而言，无序竞争往往是有害的。
何平进一步表示，其次，各国发行数字货币，会加速该国货币的国际化。同时，各国也希望寻求在国际货币体系中的话语权和主导权。但是，从目前的表态可以看出，欧央行并不想挑战美元在国际支付体系的垄断地位。
欧央行的研究人员在报告中称：“促进欧元的国际地位并不是发行数字欧元的主要动机，是否允许在跨境支付中使用数字欧元的决定也有待做出。数字欧元可能增加欧元的吸引力，不过欧元区经济的健康和规模更为重要。”

Более двух лет более 3,5 млрд рублей на счетах кооператива почти непрерывно арестованы по ходатайству сначала ГСУ ГУ МВД по Санкт-Петербургу, а затем Прокуратуры Санкт-Петербурга: пайщики не имеют возможности ни приобрести недвижимость, ни вернуть средства.
По данным совета потребительского кооператива «Бест Вей», в числе его пайщиков, страдающих от блокировки средств, тысячи военнослужащих, в том числе сотни участников СВО, часть из которых успела приобрести квартиру, часть собирает или собрала первоначальный взнос, а часть — планировала вступить в кооператив. «СП» пообщалась с некоторыми из них и их родственниками, чтобы узнать отношение к «Бест Вей» и событиям вокруг кооператива.
«К кооперативу отношение очень хорошее»
Александр Голдман на СВО с мая 2022 года как доброволец, три ранения. Пришел на СВО рядовым, сейчас — начальник штаба батальона. Был пайщиком кооператива, сейчас пайщик — его мама.
«С помощью кооператива в 2019 году приобретена двухкомнатная квартира во Владивостоке, в которой проживает мама, — рассказывает он. — Расплачиваемся за нее, в ближайшие месяцы намерены погасить задолженность перед кооперативом и оформить квартиру в собственность. К кооперативу отношение очень хорошее, полностью его поддерживаю — он дает возможность без больших переплат приобрести недвижимость. К действиям в отношении кооператива отношусь отрицательно, так как „Бест Вей“ — единственная возможность приобрести жилье в рассрочку».
«Происходящее вокруг кооператива вызывает шок»
Гвардии рядовой Глушков Иван Васильевич — пайщик кооператива из Челябинской области. Танкист, мобилизованный, проходил службу в 15-й отдельной гвардейской мотострелковой Александрийской бригаде 2-й гвардейской общевойсковой армии ЦВО. Погиб 11 октября 2023 года.
Рассказывает его вдова Татьяна Неручева:
«Мы внесли первоначальный паевый взнос и во второй половине 2021 года встали в очередь на приобретение квартиры в Челябинске, когда начались события вокруг кооператива — была заблокирована его возможность приобретать недвижимость и заблокированы его счета. Наша очередь должна была подойти примерно через год. Мы заявили для приобретения небольшую квартиру, но планировали при покупке увеличить ее стоимость до 3 млн и купить двухкомнатную квартиру — с увеличением первоначального паевого взноса: уставом кооператива это позволяется, а затем переехать из Коркино в Челябинск. Сейчас 3 млн хватит только на небольшую квартиру-студию метров 25, то есть мы понесли материальный ущерб из-за блокирования деятельности кооператива, так как лишены были возможности приобрести квартиру, на которую собрали первоначальный паевый взнос. Работа кооператива заблокирована, счета арестованы уже более двух лет. В наследование пая я только вступаю, так как муж очень долго считался пропавшим без вести — долго шла экспертиза, и свидетельство о смерти мы получили только 18 июня этого года».
Татьяна — юрист: «Как у юриста у меня происходящее вокруг кооператива вызывает шок, и любой непредвзятый юрист вам скажет то же самое». «Кооператив, — подчеркивает она, — абсолютно прозрачен, он полностью соответствует законодательству о кооперации — что и подтверждалось многократно государственными органами и судами. Если бы мы с мужем не были уверены, что все прозрачно и законно, мы бы не вкладывали в него деньги. Мы не подавали заявление о выходе из кооператива. Я, несмотря ни на что, жду счастливого завершения рукотворного кризиса вокруг кооператива. Для меня это еще и память о муже — он продал долю в квартире, которая ему принадлежала, чтобы вложиться в кооператив. Кроме того, мне хочется понять — до какого маразма может дойти ситуация у нас в государстве в плане незаконных действий в отношении организации, которая по тем или иным причинам не понравилась каким-то чиновникам?».

«Кооператив поддерживаю, — говорит пайщик. — Моя сестра живет в квартире, приобретенной с помощью „Бест Вей“ — у нее многодетная семья, сейчас кооперативная квартира переходит в ее собственность. In the summer of 2021, the 37-year-old ultra-marathon runner used an app to plot a roughly 8-mile loop through Pleasanton Ridge Regional Park in California, a huge stretch of parkland threaded with trails.

Большинство «потерпевших» на суде заявляют суммы около 1–2 млн рублей, при этом в ходе судебного следствия выясняется, что они, как правило, получали немалый доход, причем, они еще и налоговые/валютные преступники, так как этот доход не декларировали. Среди «потерпевших» есть граждане, заявляющие смехотворные суммы в 50–70 тыс., то есть количество потерпевших специально накручивалось следствием. И даже с этим накручиванием удалось набрать так мало – учитывая, что у «Гермеса», по данным самого же следствия, более 200 тыс. клиентов в России, а в кооперативе «Бест Вей» – около 20 тыс. пайщиков.
То есть большинство и клиентов «Гермеса», и пайщиков кооператива не считают себя потерпевшими от деятельности этих организаций.
Судя по тысячам обращений во все инстанции, нескольким волнам митингов, прокатившихся по России, они считают себя потерпевшими от деятельности органов внутренних дел.
Ведь именно завербованный питерским УЭБиПК сисадмин российской платежной системы «Гермеса» Набойченко заблокирован и разгромил в феврале 2022 года эту платежную систему, повесив на сайте дисклеймер: «Обращайтесь в правоохранительные органы», что на месяцы прекратило вывод средств. Именно действия правоохранительных органов в отношении компании до и после затруднили вывод средств. Дело в том, что для вывода средств многими использовался механизм p2p, позволяющий не платить комиссию, то есть для вывода средств нужно, чтобы кто-то вносил средства (что, понятно, резко сократилось из-за уголовного дела) и происходил обмен. Однако этот способ не единственный, вывод средств так или иначе осуществляется.

Именно правоохранительные органы прямо запрещают выплаты пайщикам кооператива, решившим забрать свой пай, – даже по исполнительным листам судов. И клиентам «Гермеса», и пайщикам кооператива правоохранительными органами нанесен колоссальный ущерб – и материальный, и моральный, который они намерены взыскать с государства.

Ложь была выявлена в том числе и с помощью системы электронного документооборота питерского главка МВД.
2. Подделка документов была вынужденным преступлением для сокрытия более серьезного: незаконного содержания под стражей. Следственная группа грубо нарушила права гражданских истцов и ответчиков, потому что без этого нарушения она не успела за 30 суток до истечения предельного срока содержания четверых обвиняемых под стражей начать ознакомление обвиняемых с материалами дела –а это было единственное основание продления им срока содержания под стражей свыше предельного.
Следственная группа из-за спешки даже толком не смогла завершить следственные действия, незаконно вела параллельное расследование по «резервному» делу, но позднее, отбросив стыд, из-за отсутствия материала для составления «нужного» обвинительного заключения, незаконно продолжила расследование «основного» дела, в том числе проводила следственные действия, которые, согласно УПК, невозможны после начала ознакомления обвиняемых с материалами дела. Все эти ухищрения были необходимы для того, чтобы ни в коем случае не выпускать обвиняемых и продолжать держать их в заложниках.
3. Де-факто происходит уголовное наказание неосужденных людей – четверо подсудимых уже второй год сидят в тюрьме. При этом наказываются явно ни в чем неповинные люди – технические сотрудники «Лайф-из-Гуд»: даже если предположить, что действительно работала пирамида – что опровергается показаниями свидетелей самого обвинения, которые сообщают суду, что компания «Гермес» хорошо работала, они были довольны получаемым доходом, и проблемы начались после того, как российская платежная система компании была обрушена завербованным полицией петербургским сисадмином компании Набойченко. Все подсудимые – технические сотрудники компании «Лайф-из-Гуд» и ни к каким управленческим решениям отношения никогда не имели. Их взяли в заложники для того, чтобы они дали показания на руководство компании.
4. Еще одно преступление – заведомо подложное постановление руководителя следственной группы А.Н. Винокурова о привлечении кооператива «Бест Вей» в качестве гражданского ответчика на 16 млрд рублей, тогда как сумма ущерба в уголовном деле –282 млн, и в деле нет ни одного искового заявления – даже на 100 рублей.
5. Следствие стимулировало двух особенно активных так называемых потерпевших написать заявления о моральном ущербе на миллиард (!) рублей каждое – исключительно для ложного обоснования ареста активов кооператива, но понятно, что это ничтожные документы, так как моральный ущерб во всех случаях, не связанных с причинением смерти, присуждается российскими судами в размере не более десятков тысяч рублей.
6. Ни один из «потерпевших» не доказал обоснованность своих претензий в гражданском суде. При этом арестованы активы кооператива почти на 4 млрд рублей и активы частных лиц на такую же сумму. Это не что иное, как попытка захвата активов при участии органов внутренних дел некой заинтересованной группой клиентов «Гермеса» – необязательно из числа «потерпевших», то есть коррупционное преступление, которое упорно игнорирует ГУСБ МВД.
Механизм для такого захвата есть – это передача средств под управление Федерального общественно-государственного фонда по защите прав вкладчиков и акционеров. Понятно, почему не ограничиваются активами подсудимых и обвиняемых: этого недостаточно для удовлетворения аппетитов тех, кто стоит за заказным уголовным делом. И понятно, почему одно юридическое лицо – кооператив «Бест Вей» – незаконно пытаются привлечь к ответственности за другое – компанию «Гермес»: активы «Гермеса» – за рубежом.
7. Следствие, а теперь и прокуратура совершают еще одно преступление: незаконно удерживает средства пайщиков кооператива, отказываясь их вернуть, то есть совершают хищение.

Органы внутренних дел и Прокуратура Санкт-Петербурга продолжают войну против кооператива «Бест Вей» – социально ориентированного проекта, работающего с 2014 года по всей России, обеспечившего квартирами тысячи социально незащищенных граждан России, в том числе сотни участников СВО и военных.
Суд по уголовному так называемому делу «Лайф-из-Гуд» – «Гермес» – «Бест Вей» идет с февраля с.г. – в Приморском районном суде Санкт-Петербурга. Параллельно в том же Приморском суде идет начавшийся еще летом прошлого года инициированный Прокуратурой Санкт-Петербурга гражданский процесс о признании кооператива незаконным.
Выдумки следствия и прокуратуры
Прокуратура и следственные органы МВД, повинуясь воле неких пока неведомых заказчиков атаки на «Бест Вей», настаивают на том, что устав и деятельность кооператива не соответствуют законодательству – хотя все версии устава кооператива проходили проверку в соответствующих государственных органах, нарушений никаких там не находили и версии устава успешно проходили регистрацию.
ГСУ ГУ МВД по Санкт-Петербургу и прокуратура утверждают, что кооператив должен был регистрироваться как жилищно-накопительный и «встать на учет» в ЦБ – хотя жесткой системы накопления на приобретение недвижимости, как в ЖНК, в кооперативе «Бест Вей» нет: копить можно как угодно и где угодно – необязательно на счете в кооперативе.
Кроме того, сотрудники главка МВД и прокуроры говорят, что кооператив не мог в начале 2021 года из жилищного переименоваться в потребительский, просто согласовав с налоговой инспекцией новый устав – чем расписываются в полнейшем непонимании гражданского законодательства (налоговая, кстати, новый устав согласовала без каких бы то ни было вопросов).
В законе черным по белому написано, что жилищный кооператив – вид потребительского. То есть ЖК – частный случай потребительского кооператива, и переименование – всего лишь отказ от узкой специализации на приобретение только квартир на вторичном рынке.
Кооператив работает с 2014 года, его работа десятки раз оценивалась судами по всей России – в частности, по делам о предоставлении материнского капитала в качестве паевого взноса, и всегда оценивалась положительно.
Никаких проблем в его работе не видела и Прокуратура Санкт-Петербурга – до тех пор, пока в 2021 году на кооператив не поступил заказ неких очень влиятельных людей.
Уголовные претензии – к другой организации
По уголовному делу кооператив прежде всего выступает в качестве гражданского ответчика, каковым признан на основании незаконного постановления руководителя следственной группы ГУ МВД по Санкт-Петербургу Винокурова, инспирированного его заместительницей Сапетовой: якобы он должен отвечать за деятельность иностранной компании «Гермес», но при этом сумма ущерба в обвинительном заключении – 282 млн рублей, а арестовано более 4 млрд рублей. Следствие в обвинительном заключении объявляет его частью единой с «Гермесом» финансовой пирамиды – не приводя доказательств ни нераздельности этих структур, ни пирамидного характера деятельности кооператива.
Кооператив приобрел для пайщиков более 2500 квартир, он финансировался в равной степени как за счет платежей новых пайщиков и тех пайщиков, кто состоял в накопительной программе, так и за счет возвратных платежей пайщиков, возвращавших кооперативу предоставленные на приобретение квартиры средства, в том числе пайщиков, досрочно выкупавших свои квартиры, коих сотни.
К тому же квартиры приобретались исключительно ликвидные – за счет тщательной юридической проверки и независимой оценки. То есть никаких рисков не ответить по обязательствам у кооператива никогда не было и нет – надежность кооператива выше надежности банков.
Больше того, даже незаконное возложение на «Бест Вей» обязанности заплатить 282 млн по обязательствам «Гермеса», как того требует обвинение, не подорвет его ликвидность.
Всего несколько так называемых потерпевших предъявляют к кооперативу претензии – и все эти претензии незаконны:
–либо речь идет о невыплате паевых взносов в ситуации, когда пайщик не вышел из кооператива в соответствии с уставом, то есть не представил нотариально удостоверенного заявления;
–либо требования о возврате паевых взносов пришлись на период, когда счета кооператива уже были арестованы и, соответственно, выплата не произошла из-за того, что ее не санкционировали правоохранительные органы, по ходатайству которых произошел арест;
–либо «потерпевший» претендует на вступительный и членские взносы, которые по договору с кооперативом не подлежат возврату при выходе из кооператива, так как идут на развитие «Бест Вей».
Воровство «по закону»
Представители прокуратуры в рамках процесса о законности кооператива в Приморском суде заявляли на словах, что не подвергают сомнению ранее заключенные договоры и, следовательно, приобретение квартир (при этом документально это не закрепляли).
При этом они настаивают на признании кооператива незаконным в принципе – не указывая на конкретные недостатки в его уставе и деятельности, например, после устранения которых он станет законным. Они заявляют, что недостатки неустранимы – что нонсенс с правовой точки зрения.
Кооператив со своей стороны еще весной 2022 года постановил прекратить прием новых пайщиков на период, пока ведется следствие и дело, затрагивающее «Бест Вей», рассматривается в уголовном суде. В подкрепление этой позиции «Бест Вей» в этом году сам ходатайствовал перед судом об издании судебного приказа о запрете приема новых пайщиков и заключения новых договоров паенакопления на период рассмотрения уголовного дела.
Законность работы кооператива исследует уголовный суд. Учитывая это, а также добровольное самоограничение кооператива, тема признания «Бест Вей» незаконным в гражданском суде вроде бы должна быть исчерпана? Кооператив обслуживает старые договоры, новых уже более двух лет не заключает и не будет заключать до конца уголовного суда – в результате которого претензии к нему скорее всего будут сняты.
Но нет, прокуратура и ГУ МВД по Санкт-Петербургу под руководством Плугина, его ГСУ под руководством Негрозова не унимаются – они требуют признать кооператив незаконным «в вакууме», абстрактно. Для чего?
А для того, чтобы появилось основание отнять активы кооператива, только денежная часть которых превышает 4 млрд рублей, и передать нужным людям через разного рода мафиозные структуры «по защите вкладчиков», а на самом деле по воровству денег в интересах неких заказчиков, аффилированных с правоохранительными органами.
Пайщики против беспредела
Тысячи пайщиков приобрели квартиры с помощью кооператива – они довольны «Бест Вей», полностью поддерживают кооператив и требуют, чтобы он продолжил работу. Ведь условия в кооперативе – гораздо выгоднее ипотеки, даже льготной и дальневосточной.
Среди этих тысяч – малообеспеченные люди, которые без «Бест Вей» не смогли бы купить квартиры. Это военные, которые нуждались в жилье – и получили его с помощью кооператива.
Это сотни участников СВО – которые защищают Родину на фронте. Они возмущены тем, что в тылу с их деньгами, которые уже более двух лет заблокированы на арестованных счетах кооператива, так называемые правоохранители творят беспредел.
Все пайщики возмущены тем, что в тюрьме более чем на два года оказались заперты технические сотрудники и простые пайщики кооператива, которых следствие попыталось объявить организаторами пирамиды.
Пайщики убеждены: липовое дело колокольцевской мафии против кооператива суд должен переквалифицировать в дело против следователей, оперативников и обвинителей, состряпавших заказуху в интересах криминальных бонз и для личного обогащения. Все заказчики этого коррупционного и подрывающего социальный мир в стране дела должны оказаться на скамье подсудимых и сесть надолго!

“Compared to autopsy brain samples from 2016, that’s about 50% higher,” Campen said. “That would mean that our brains today are 99.5% brain and the rest is plastic.”
That increase, however, only shows exposure and does not provide information about brain damage, said Phoebe Stapleton, an associate professor of pharmacology and toxicology at Rutgers University in Piscataway, New Jersey, who was not involved in the preprint.
“It is unclear if, in life, these particles are fluid, entering and leaving the brain, or if they collect in neurological tissues and promote disease,” she said in an email. “Further research is needed to understand how the particles may be interacting with the cells and if this has a toxicological consequence.”
The brain samples contained 7% to 30% more tiny shards of plastic than samples from the cadavers’ kidneys and liver, according to the preprint.
“Studies have found these plastics in the human heart, the great blood vessels, the lungs, the liver, the testes, the gastrointestinal tract and the placenta,” said pediatrician and biology professor Dr. Philip Landrigan, director of the Program for Global Public Health and the Common Good and the Global Observatory on Planetary Health at Boston College.
“It’s important not to scare the hell out of people, because the science in this space is still evolving, and nobody in the year 2024 is going to live without plastic,” said Landrigan, who was not involved with the preprint.
