继2020年6月以来持续升值后，人民币(6.5511, 0.0086, 0.13%)兑美元汇率一段时间以来呈现波动态势。清明节假期前，人民币兑美元一度连续七周下跌，创去年12月以来新低。
人民币汇率波动对出口企业和居民跨境消费有着广泛影响。近期的人民币兑美元贬值，意味着境内企业的出口商品以美元计价时价格降低，而境内居民购买以美元计价的商品和服务时成本更高。
接下来，人民币汇率走势将会如何？对此，多位专家向时代周报记者表示，由于预计短期内美元将保持强劲，因此人民币可能仍面临一定的贬值压力。
双向波动新常态
从去年5月底到今年2月末，在岸人民币兑美元收盘价从最低7.13左右大幅升高至最高6.43左右。这一过程中，金融市场对于人民币保持升值走势产生了较强预期。部分机构曾预计，人民币汇率在2021年年底前将升值至6.32附近，甚至有机构预测年内人民币有可能升破6。
然而，进入2月以来，此前显著的升值趋势有所反转。截至4月2日，也就是清明节假期前的最后一个交易日，在岸人民币兑美元收盘价跌至6.57。而根据最新数据显示，4月8日人民币兑美元中间价下调79个基点，报6.5463。
国家外汇管理局国际收支司原司长、中银证券全球首席经济学家管涛4月7日在新华社主办的《经济参考报》刊文表示，近期人民币汇率回落，仍属于健康、正常的调整，反映人民币汇率步入了双向波动的新常态。管涛还指出，双向波动有助于缓解持续单边升值给国内企业造成的财务压力。
浙江宁波一位熟悉当地外贸企业的政府工作人员向时代周报记者表示，当前工业原材料价格和工资水平处于上升态势中，再加上人民币此前升值势头，给企业造成了一定的成本压力。
短期来看，较大规模的出口企业具有汇率风险管理机制，而规模较小的出口企业则更容易受到汇率升值的冲击。“小企业大多只能‘靠天吃饭’。”上述政府工作人员透露，部分企业为了维系老客户，会等待汇率回落时再对前期接下的订单进行交付结算。
对于接下来人民币汇率的走势， 摩根士丹利华鑫证券首席经济学家章俊在接受时代周报记者采访时预计，短期内人民币兑美元汇率会经历一些回调，但他并不认为会出现趋势性的贬值。“长期而言，人民币汇率依然会在一个区间内双向波动。”
影响人民币兑美元汇率的一个主要因素在于中国与美国利率水平的差异，而利率水平可在很大程度上反应经济状况。金融机构通常用两国基准的十年期国债收益率来进行对比。章俊分析说，只要美国的通胀格局不发生根本变化，今年中美10年期国债利差可能保持在100至150个基点左右。“这是一个比较合理的水平，不会造成（中国境内）资本大幅流出。”
中美利差收窄，美元指数(92.0577, -0.0159, -0.02%)短期强势
2020年初，美国经济遭受新冠肺炎疫情重创，十年期美国国债收益率一度跌至0.5%的低位。中国经济则率先走出疫情影响，利率水平也快速回升。十年期中国国债收益率于去年9月前后便已恢复到疫情前水平，并于当年11月中旬创下3.34%的年内高点。
这使得中美利差在2020年下半年一度达到250个基点以上（1个基点代表0.01%）的历史性高位，也是导致此前一个阶段人民币兑美元大幅升值的主要原因之一。
而近几个月来，随着美国疫苗接种进度加快，且拜登政府出台了新一轮大规模经济刺激计划，美国经济复苏预期有所升温。这种情况下，中美利差正呈现大幅收窄的态势。时代周报记者梳理数据发现，截至4月2日，中美十年期国债收益率利差已经收缩至149个基点。
“人民币升值的趋势可能暂时受阻，因为美元短期有可能会持续走强。人民币2020年下半年的走强，主要受美元走弱推动。同样，人民币目前的走弱，也是受美元走强的推动。” 国家金融与发展实验室特聘高级研究员戴险峰如是告诉时代周报记者。
截至4月7日，美元指数收于92.45，去年年底时则一度跌破90。美元指数用于衡量美元兑欧元(1.1915, 0.0002, 0.02%)、日元等六种主要货币的汇率变化，其中并不包括人民币。美元指数走强，是由于美国与欧元区等经济体利差扩大，而这背后是因为美国经济的表现相对这些经济体而言更好。
戴险峰说，未来两个月后，疫苗在美国可能就会全面普及，美国经济因此有望迅速反弹，并且在未来几个月都有可能维持相对优势，“这会在短期内推动美元的强势。”
不仅如此，中美经济表现的差距也可能较去年缩小。章俊分析说，去年中国经济基本面明显优于海外，这为人民币持续走强提供了动力。“现在来看，全球疫情一定程度上得到控制、疫苗正在广泛接种，海外、特别是发达国家经济都在持续复苏。中国与海外经济基本面的差异也随之在收窄。”他对记者表示。
事实也确实如此，国际货币基金组织（IMF）4月6日发布的最新预测数据显示，美国经济今年预计增长6.4%，中国今年预计将增长8.4%。
恒生银行（中国）首席经济学家王丹在接受时代周报记者采访时认为，今年二、三季度，人民币贬值力量可能会占据主导。但从长期来看，由于中国的实际生产率预期增速高于美国，人民币仍会面临实际升值的压力。
美元指数回升的势头未来也可能逆转。戴险峰认为，当全球经济都从疫情中走出时，资金可能再次从美国流出，尤其是流入发展中国家，以寻求更高的回报——这会使得美元再次走弱。但由于今年发展中国家在疫苗接种方面都会落后于发达国家，因此他预计，发展中国家经济反弹更快的情况会更晚，或许要到2022年才会出现，从而推迟美元再次走弱的时间。
基于目前的人民币汇率波动情况，王丹建议企业和居民根据自身财务状况做好风险对冲。“中国小企业在过去会依赖自身对于货币走势的判断，甚至希望从波动中盈利，但由于巨大的市场不确定性，未来需要尽力做到‘风险中性’。”
